After two years, an invitation was issued for the creation of a nautical plan for the pier in Kukuljina bay

Almost two years after the opening of the Water Terminal of the Tivat Airport, an invitation was issued for the creation of a nautical plan of the pier in the Kukuljina bay, i.e. for carrying out work on the hydrographic survey and mapping of that water area and part of the coast of the Tivat Bay, which would only now create the conditions for safe use of that facility.

In the propositions of the invitation of the Public Enterprise for the Management of Marine Assets, it is stated that the service provider should prepare a technical report of the bathymetric and topographic survey with graphic attachments, a description of the location, a description of the methodology, instruments and software for the survey, collect oceanographic and meteorological data (sea currents, movement seas-tides, and to create graphic and cartographic attachments with bathymetric content that includes isobaths, depth points and possible obstacles for navigation on the seabed, nautical content (coastal lights, lighthouses, shallow markings, daily markings of waterways, etc.) and topographical content: recording and surveying the coastal line in a length of 100 meters, as well as objects on the coast of interest for the mooring of ships and orientation.

A hydro-construction report with photos and positions of possible damage to the existing coastal infrastructure is also requested, as well as the creation of a situational site plan on a scale of 1:1000. Interested bidders have until September 6 to submit bids, and JPMD has estimated that this public procurement will cost them 6.000 euros including VAT.

In this way, JPMD almost two years after that state company with much fanfare, during the Prime Minister's Government Dritan Abazović and with his direct participation, built an improvised Water Terminal of the Tivat airport in Kukuljina, which is just creating the basis for the safe use of that facility by vessels that should bring passengers to and from it. Namely, until now there was no map-plan of the wharf or a precise and up-to-date hydrographic and bathymetric survey of the otherwise very shallow surrounding water area, but despite this, the Water Terminal functioned somehow.

The current Tivat Airport Water Terminal managed by Morsko Dobro was built by that company at the beginning of summer 2022. Morsko Dobro spent over 2022 euros on the construction and equipment of this facility, before the peak summer season of 30.000, in addition to its own plan for the use of JPMD funds for that year. .

Acting on the basis of the Government's conclusion from May 2022, Morsko dobro built a temporary Water Terminal facility at the Blato location in the Kukuljina bay, just a few tens of meters from the threshold of runway 14 of the Tivat airport, but outside the airport complex fence, in order to supposedly reduce the problems that passengers from the airport They have Tivat during the road transfer from that airport to the final destinations to which they travel, and because of the catastrophically congested Adriatic highway through Tivat in the summer.

The facility was built in addition to what was prescribed for that location by the then valid Official Program of Temporary Facilities in the Maritime Property Zone for the period 2019-2023. years, as well as without the received urban planning and technical conditions from the Secretariat for Spatial Planning of the Municipality of Tivat, i.e. since then the departmental Ministry of Ecology, Spatial Planning and Urbanism, considering that the location is included in the current State Study of the location "Tivat Airport". In addition, the facility was built without a foothold in the then valid JPMD fund utilization plan for 2022.

Despite all this, JPMD, in the end, at the Blato location, concreting the plateau that leads to the previously built concrete pier, built a ticket office and a smaller sanitary facility, installed a floating mooring pontoon in the sea for the docking of ships in continuation of the already existing smaller concrete pier , as well as arranged and asphalted a large plateau for parking vehicles, and installed electric power infrastructure, lighting and horticulturally arranged the entire area by planting various plants and trees. All this was done without the formal approval of the Civil Aviation Agency of Montenegro, even though the temporary facility of the Water Terminal is located in a very sensitive area for flight safety at Tivat Airport, the approach planes for landing planes on runway 14, i.e. the departure planes for taking off from runway 32 , and with some of its parts it breaks through the maximum height of buildings that are allowed to be located there even only temporarily.

In order for the irony of what JPMD did last year at the Blato location to be complete, the "temporary water terminal" facility was built in the so-called jet blast, i.e. a zone dangerous for the retention of people and vehicles due to the impact of the exhaust of jet engines taking off from runway 14, which is clearly indicated by the warning sign that JP Morsko quickly removed after the media wrote about the facility being the so-called terminal built in a dangerous zone. After the latest call by the JPMD for the collection of bids for the creation of a nautical plan for the Kukuljina pier, it is clear that the Marine Department built and put this facility into use even without adequate preparation of its functioning from the nautical aspect.
