Prosecutor's checks have been going on for more than a year as to whether and, if so, who abused his official position when he allowed and enabled last year's high school graduates to rewrite the Montenegrin-Serbian, Bosnian, Croatian (CSBH) language and literature even after rewriting the matriculation test. are scored again and pass.
The case was filed by the Special State Prosecutor's Office (SST), upon the application of the Education Association and Parents Association, which, after the amendments to the Law on State Prosecution, submitted the case files to the Basic State Prosecutor's Office in Podgorica.
"I am informing you that a case has been opened in the Basic State Prosecutor's Office on the occasion of the mentioned event. The case is under investigation. In order to protect the interests of the proceedings, we cannot disclose more details for the time being," the institution he manages told "Vijesta" Dusko Milanović.
In the letter of the two associations, which is the subject of the attention of the prosecutors, it is written that, immediately after taking the test for CSBH language and literature, "evidence of copying within the Viber group called 'Druženje'" appeared in the public, and that it was immediately reported informed representatives of the administration of the Examination Center and the Ministry of Education.
"Apart from them, the director of the Junior High School 'Danilo Kiš' from Budva, Krsto Vuković he also submitted this information and evidence (screenshots from the group) to the media, who then informed the public about it. During the evaluation of the tests, the members of the Evaluation Commission determined that hundreds of high school graduates had answers that indicated rewriting, on the basis of which they requested additional instructions from the State Matriculation Commission, the Ministry of Education and the Examination Center on how to act in this case. They claim that after several unsuccessful attempts to request instructions via e-mail, they received an answer at a meeting attended by the chief evaluator to mark the tests of those students separately, that is, to record what they observed on each one. They submitted that information to the Matriculation/Professional Examination Commission," the letter says.
In a letter to the prosecutors, the two associations also claim that, according to the then valid regulations on the method, procedure and time of taking the matriculation and professional exams, any use of illegal means leads to disqualification, about which the students were informed orally before the start of the exam, as well as with a written warning on the opening pages. test.
Graduates who received zero points on the CSBH and literature test due to rewriting on the matriculation test in May last year protested in front of the Ministry and the Examination Center. After the discussion between the former minister Miomir Vojinović and their representatives, it was agreed that the tests would be reviewed again, which the members of the Evaluation Commission refused, after which the Government dismissed the management of the Examination Center.
The new committee re-examined the papers, and most of the students passed the exam, some even with high grades.

Did test administrators allow rewriting in the August deadline?
The Examination Center of Montenegro filed a criminal complaint against D. S., the chief test administrator and L. V., the test administrator, due to the suspicion that during the August exam period of the professional exam for the subject CSBH language and literature, they enabled graduates to "undertake illegal actions ".
"The application was submitted due to the well-founded suspicion that they committed a criminal offense - unconscionable work in the service, from Article 417, paragraph 3, in connection with paragraph 1 of the Criminal Code of Montenegro, in the way that, as officials, DS as the main test administrator and LV as a test administrator, during the implementation of the professional exam for the subject CSBH language and literature, held on August 13.8.2024, 19. violated the provisions of Article 5, paragraph 26, of the Rulebook on the manner and procedure of taking the professional exam for students continuing their education, and with the failure of due supervision in the process of ensuring compliance with the exam rules in the exam room, enabled candidates to take illegal actions that disrupt the order of the exam from of article 1a, paragraph 6, paragraphs 7 and XNUMX of the Rulebook, that is - to copy and enable the copying of answers to exam questions, without having reported such behavior, nor undertaken any actions to prevent disruption of order", the announcement states.
The MPNI added that DS, as the main test administrator, did not propose removing the candidate from the exam, aware that such an action could result in a violation of the legality of the external knowledge assessment procedure and the loss of the right to take the exam in relation to the candidates in the exam in question in the last, August deadline. which, as they said, makes it impossible to continue their education, and what consequences did occur.
"Of the nine registered candidates, seven took the exam, and all candidates took the exam in one room. The evaluators of the Examination Center found, during the evaluation of the tests, that the mentioned candidates copied the answers to the exam questions, that is, that they allowed another candidate to copy the answer to the exam question. Acting in accordance with Article 27, paragraph 8 and Article 40, paragraph 7, of the Rulebook on the manner and procedure of passing the professional exam for students continuing their education, the evaluators assigned zero (0) points to the candidates, and it is considered that they did not pass the said exam, and what the evaluators recorded and explained in the test booklet", reads the MPNI announcement.
