The Podgorica company "Roads" does not have a license from the Ministry of Spatial Planning, Urbanism and State Property (MDUP), but this does not prevent them from working on new roads, parking spaces, repairing roads at several locations in Podgorica and the surrounding area...
That company claims that they initiated the procedure regarding the issuance of the license, but the Ministry denies this - they claim that "Roads" have not yet submitted a new request for a license.
From the company he heads Rados Zecevic, work without a permit is justified by the public interest.
Zečević is an official of the New Serbian Democracy (NSD). The elections in Podgorica will be held on September 29.
"The process of renewing the designer's and contractor's licenses is ongoing, and given that the public area was devastated in the previous period, it must be restored within a usable period for the sake of the safety of all road users," said "Roads".
In the department Slaven Radunović they told "Vijesti" that "Roads" "had a designer's and contractor's license from September 9, 2019".
"And which ceased to be valid on September 9, 2024 (issued for a period of five years). "The request for the issuance of a new license for a legal entity, designer and contractor, from 'Roads', was not submitted to this authority," said the MDUP.
The Law on Spatial Planning and Building Construction stipulates that a license for a business company is issued for five years. Article 122 of the Law prescribes "that a company that prepares technical documentation (designer), that is, a company that builds a building (contractor) is obliged to have at least one authorized engineer employed by the type of project to carry out the activity of producing technical documentation".
"...Which creates and that: architectural, construction, electrotechnical and mechanical project, that is, the type of work it performs based on those projects. According to paragraph two of the same article of the Law, it is prescribed that the performance of certain tasks from paragraph one of this article can be provided by the designer, i.e. the contractor, on the basis of a concluded contract with another business company that employs an authorized engineer for a certain type of project, i.e. works. to the Law on Spatial Planning and Building Construction.
Teams of "Roads" from Podgorica, without a license as a designer and contractor, work on several locations and roads in the capital. As they told "Vijesta", they are currently renovating the parking spaces in Ulica 19. decembar, near the stadium under Gorica.
Earlier, they told the newsroom that the works on that road will be completed quickly "if the rain doesn't spoil their plan".
"As well as the thorough rehabilitation of the road, in the rural area in the local community of Ubli, works are being carried out on road asphalting, preparation and construction of parking spaces near the Morača barracks", they told "Vijesta".

Klikovac: They don't care about regulations, inspections to get involved
Former member of the Democratic Party of Socialists (DPS) in the Assembly of the Capital City Andrija Klikovac he told "Vijesti" that the company's actions were "frivolous and irresponsible".
"The expiration of the necessary license for the designer and contractor of the company 'Roads' and the failure to apply for a new license only shows how frivolous and irresponsible the director of the company is," said Klikovac.
He stated that the new management "doesn't care about regulations", and assessed that they are not working in the interest of the citizens.
"The new management of citizens does not care about regulations, about respecting the law, because their arrogance means that they are above the laws of the state of Montenegro," he said.
Klikovac appealed to the competent institutions to investigate the situation with the lack of the necessary license to the end and take further steps.
"The competent institutions should carry out an inspection of the Podgorica company 'Roads' and inform the public about further irregularities in the work of that company," said Klikovac.
