The executive director of the company Grijanje Vlade Tošić asked the environmental inspection to postpone the execution of the decision by which the municipal company was ordered to take appropriate technical measures by September 15 in order to reduce the pollution emitted from the boiler house in Skerlićeva Street, because otherwise it will be prohibited her work.

Apartments and business premises in the city center are heated from the boiler house in Skerlićeva.

Tošić told "Vijesta" that they have not yet received an answer from the inspection, but that he expects that their request will be granted.

"We hope that the Inspection Directorate will understand and respect our request, because for objective reasons we could not finish the work earlier, and we will finally solve the long-standing problem", said Tošić.

He claims that the problem of excessive emission of polluting substances from the boiler house in Skerlićeva will soon be solved, with the installation of three new multicyclones (flue gas purifiers), and new electric motors will be installed, which will improve combustion in the boiler.

"The Belgrade company "Irma projekt sistem" applied for the tender for the replacement of multicyclone and centrifugal fans, which was announced on August 28, and I expect the signing of the contract in the next few days. The estimated value of the purchase was 162.000 euros without VAT, and the bidder gave a price of 160.750 euros. The deadline for carrying out the works is 30 days, and I hope that by the beginning of the heating season, we will be able to finish the work", said Tošić.

In Pljevlja, the heating season starts on October 1, but that will also depend on the weather. Last year, due to the good weather, the boilers were lit only on October 12.

On August 22, the Municipality of Pljevlja and the Directorate for Capital Projects signed a contract on the implementation of the program for the implementation of pollution reduction measures, worth 375.000 euros.

"Five days after signing the contract, we announced a tender for the replacement of the multicyclone, which will reduce emissions of powdery substances to the limits prescribed by EU directives, and will also improve the combustion process itself. With the rest of the money, we plan to install bag filters. For the realization of this work, a building permit and an environmental impact assessment report are necessary. We are trying to finish that project as soon as possible. It is about a filter that would reduce the emission of polluting substances to a minimum, and which, on the other hand, is mobile, so after heating it can be installed on other boiler rooms", said Tošić.

The installation of a bag electrofilter, he points out, would cost around 80.000 euros.

Tošić says that, thanks to the good cooperation with the local administration, they started the work of replacing the heating pipes, which were dilapidated and where large amounts of water were being lost. A third of the pipes will be replaced, after which, as Tošić expects, the buildings connected to this heat pipe will have better heating.

On September 15th, the deadline for the municipal company Grijanje to take appropriate technical measures to reduce the pollution emitted from the boiler room expired, otherwise the environmental inspection will prohibit its operation.

"According to previously submitted initiatives, the environmental inspection has already carried out inspection supervision in the boiler house and ordered measures aimed at eliminating irregularities. Namely, the environmental inspection passed a decision ordering that Grijanje d.o.o. take appropriate technical measures at the boiler plant in Skerlićeva Street in order to reduce dangerous and of polluting substances and after that perform new measurements and submit them to the environmental inspection for review, as well as a decision ordering him to obtain a permit from the Environmental Protection Agency on permitted emissions of polluting substances in the air for the production and delivery of thermal energy. The deadline for both decisions to take measures is September 15, 9. If the ordered measures are not followed, the environmental inspection will ban the operation of the mentioned boiler house", stated the response of the environmental inspector Velibor Kljajević to one of the tenants of the building where the city's heating plant.

The tenants asked the environmental inspector to move the boiler house to another location or to ban its operation due to the large amount of pollution it emits.

The tenants claim that they are exposed to excessive pollution from the low chimney of the boiler house, which is attached to the building, and that the health of the tenants, especially children, is at risk.

They also point out that the boiler house is not only a threat to them, but also to the entire city center, considering that around two thousand tons of coal are exposed in it annually, during the heating season.

About 350 apartments and a large number of business premises in the city center are heated from the boiler house in Skerlićeva Street, for which, in 16 hours of work, about 11,5 tons of coal are consumed daily.

The burning of huge amounts of coal leads to enormous air pollution, and some values are 27 times higher than allowed, as stated by the Center for Ecotoxicological Research (CETI) in its earlier tests.

375.000

EUR worth is the contract on the realization of the program of implementation of pollution reduction measures signed by the Municipality of Pljevlja and the Directorate for Capital Projects on August 22.
