Environmental inspector Velibor Kljajević did not accept the request of the Grijanje company to postpone the execution of the decision ordering that municipal company to take appropriate technical measures by September 15 in order to reduce the pollution emitted from the boiler house in Skerlićeva Street, because otherwise it will prohibit its operation.
This is stated in the letter that Kljajević delivered to the tenants of the building in Skerlićeva Street, who asked him to order the removal of the boiler house from their building or ban its operation due to the high level of pollution.
Given that the request was not accepted, the environmental inspector is expected to soon issue a decision banning the operation of the boiler house in Skerlićeva Street, which heats apartments and business premises in the city center.
In Pljevlja, the heating season starts on October 1, but it will depend on the weather. Last year, due to the good weather, the boilers were lit only on October 12.
The deadline by which the municipal company Grijanje was supposed to take appropriate technical measures to reduce the pollution emitted from the boiler room expired on September 15th.
"The environmental inspection issued a decision ordering doo Grijanje to take appropriate technical measures at the boiler plant in Skerlićeva Street in order to reduce hazardous and polluting substances and after that to carry out new measurements and submit them to the environmental inspection for inspection, as well as a decision ordering that obtains a permit from the Environmental Protection Agency on permitted emissions of polluting substances in the air for the production and delivery of thermal energy. For both decisions to take measures, the deadline is 15 September 9. If the ordered measures are not followed, the environmental inspection will ban the operation of the mentioned boiler house", it is stated in the earlier response of the environmental inspector Velibor Kljajević to one of the tenants of the building.
Kljajević made that decision in April.
Executive director of Grijanj Vlade Tošić he recently told "Vijesta" that he hopes the inspection will be understanding and respect their request, because for objective reasons they could not finish the work earlier.
He claims that the problem of excessive emission of pollutants from the boiler room will soon be solved by installing three new multicyclones (flue gas purifiers), and new electric motors will be installed, which will improve combustion in the boiler.
"The Belgrade company 'Irma Projekt Sistem' responded to the tender for the replacement of multicyclone and centrifugal fans, which was announced on August 28, and I expect the contract to be signed in the next few days. The estimated value of the purchase was 162.000 euros without VAT, and the bidder gave a price of 160.750 euros. The deadline for carrying out the works is 30 days, and I hope that we will be able to finish the work by the beginning of the heating season", said Tošić recently.
On August 22, the Municipality of Pljevlja and the Directorate for Capital Projects signed a contract on the implementation of the program for the implementation of pollution reduction measures, worth 375.000 euros.
"Five days after signing the contract, we announced a tender for the replacement of the multicyclone, which will reduce the emissions of powdery substances to the limits prescribed by EU directives, and will also improve the combustion process itself. With the rest of the money, we plan to install bag filters. For the realization of this work, a building permit and an environmental impact assessment report are necessary. We are trying to finish that project as soon as possible. It is about a filter that would reduce the emission of polluting substances to a minimum, and which, on the other hand, is mobile, so after heating it can be installed on other boiler rooms", said Tošić.
The installation of a bag electrofilter, he points out, would cost around 80.000 euros.
The tenants of the building where the city boiler house is located claim that they are exposed to excessive pollution from the low chimney of the boiler house, which is attached to the building, and that the health of the tenants, especially children, is at risk.
They also point out that the boiler house is not only a threat to them, but also to the entire city center, considering that around two thousand tons of coal are exposed in it annually, during the heating season.
