Temporary facilities located not far from stećak in the village of Pišče, between Durmitor and Piva, were erected in accordance with the regulations that were in force at the time. In the meantime, that area is recognized as important for protection, but if protection measures were taken, the owner of the plot bordering the stećci should be allowed to use the plot, or, otherwise, he should be financially compensated.
This, among other things, was told to "Vijesta" by the office of the President of the Municipality of Plužine Slobodan Delic.
In the vicinity of the stećak in the village of Pišče, between Durmitor and Piva, according to the photos submitted to the newsroom, several temporary structures have been erected. In this regard, the "Piva" Nature Park, upon inquiry by "Vijesti", recently said that the site is not within the scope of the Park.
The Municipality states that at the time when the request was submitted to erect a facility at that location, "there were no burdens or restrictions to erect it".
"That is, the Spatial-Urban Plan (PUP) of the Municipality of Plužine recognized that space as permitted for tourism valorization. In this sense, urban planning and technical conditions have been issued", they stated in their response to "Vijesta".
As stated by the office of the President of the Municipality of Plužine, the area near the plot in question was subsequently recognized as important for protection.
"However, none of the initiators of the protection took into account that in this way the right to use private property bordering the protected area - stećci - is restricted. As far as we know, the competent institutions have taken the necessary steps to solve the problem. The municipality of Plužine respects the importance of all cultural monuments and natural landscape values of the area, but considers it necessary to respect the right to private property and its use. In this regard, we are of the opinion that at the location in question it would be necessary to take measures to protect the stećci, but also to allow the owner of the plot bordering the stećci the right to use it. Otherwise, those who believe that it is not possible to allow it, should financially compensate the owner of the plot", Slobodan Delic's office told "Vijesta".
In the autumn of last year, the "Piva" Nature Park began the implementation of the project "Save the Beer Stonehenge from Oblivion", which was financially supported by the Ministry of Economic Development and Tourism, now only the Department of Economic Development.
The goal of the project, as they announced at the time from the "Piva" Park, was to "diversify the tourist offer through the introduction of a new type of offer and arrangement of the locality as an excursion site".
"As well as to save the stećaks, medieval cultural monuments from oblivion through the promotion and arrangement of the locality", they announced at the time from Park "Piva" and, among other things, due to the fact that a large number of stećaks are in a bad condition, there is a danger of their permanent destruction. disappearances, caused by various factors, the ravages of time, carelessness and inadequate protection, said that for this reason it is important to start the process of their physical protection, and that with the project they decided to do it with the stećci located in the village of Pišče, on Brvnima hill.
"In the place where the magic of Durmitor and Piva collide, in the village of Pišče, creating an energy field similar to that of Stonehenge, there is a site with stećci. Not only is the energy field equal to that of Stonehenge, but it resembles it in appearance. This necropolis contains 14 stećaks, of which 13 chests and one gable. The stećak processing is good, but they are partially damaged, rolled over or sunk into the ground. On one of the chests, a swastika was recorded as an ornament, and on the other a long sword", they stated last year from the "Piva" Nature Park.
The project planned the arrangement of a parking area near the main road Plužine-Žabljak, as well as parking for at least four vehicles in the vicinity of the stećak. According to the project, the plan was to place six rest benches in a circular shape, to place four signposts, an information board, to make 3.000 bilingual info-fliers about stećci, to promote stećci on social networks...
However, in March, the Administration for the Protection of Cultural Property passed a decision according to which the preliminary protection of the site "Pišče - Necropolis of Stećak" in Plužine was established, for a period of one year. As stated in the decision, "in order to preserve, maintain and use the property for the duration of the previous protection, it is not allowed to carry out any interventions that would reduce the observed value of the property in question".
The administration made the decision after a report was submitted on November 10, 2023, about earthworks being carried out at the stećak necropolis itself.
Based on the photo documentation that was submitted with the application, it is stated in the decision of the Administration, it was concluded that illegal activities are being carried out at the necropolis itself, in the sense of excavating the earth with an excavator... dislocating stećak...
They added that the "Piva" Nature Park shared information on the Facebook social network about the work started on the physical protection of the stećak necropolis, as well as on the arrangement of the picnic area and parking lot near the stećak, within the project "Save the Stonehenge of Piva from oblivion".
According to the decision, the administration issued guidelines, according to which the formation of parking spaces and the installation of rest benches in the area of the stećak necropolis, within a radius of 300 meters, were excluded, as this would greatly devalue recognized potential cultural and historical values.
The administration is of the opinion that there are no obstacles to the installation of signposts, four each from the direction of Plužine and Žabljak, as well as the installation of an info board about the location, but that its position, appearance, dimensions should be defined beforehand...
On the territory of the "Piva" Nature Park, in 35 locations, there are 787 stećaks, one of which is officially inscribed on the UNESCO cultural heritage list.
