The general director of the Radio Television of Montenegro (RTCG), Boris Raonic, will be paid at least 3.400 euros net, and in case he stops working before the end of the contract or before the end of the mandate, he has the right to six total gross monthly salaries that preceded the month in which the contract was terminated.
This is stated in the employment contract adopted by the RTCG Council at today's electronic session.
Raonić also agreed that after the end of his mandate, he will remain in RTCG - he will be assigned to a position that corresponds to his level of professional education, knowledge and abilities in accordance with the Law, the collective agreement of RTCG and the general acts of RTCG.
The vice-president of the Council, Marijana Camović Veličković, informed the media about such an employment contract.
"Due to the lack of transparency in the work of the RTCG Council, I am submitting to you the proposal for the work contract of the general director of RTCG, which was adopted by a majority of votes at the just-ended electronic session of the Council. I believe, taught by three years of experience, that you will not be informed about this in any other way, nor that this will soon be the document can be found on the website rtcg.me, and I think it is extremely important that the public be aware of it," Camović Veličković said.
According to the contract, Raonic has no right to an increase in salary based on the variable part of the salary, nor to an increase in salary based on overtime, night and holiday hours worked.

In her address to Council President Veselin Drljević and members, Camović Veličković asked the question on the basis of which contract Raonic worked in the capacity of acting general director, since, as she says, the Council never gave its consent or submitted any proposal for that contract, which means that he it didn't even exist.
"On what basis/in accordance with what contract did Raonic perform the duties of general director from August 31, when he was elected to that position, until today, that is, until the day when the employment contract is signed? On what basis did he undertake any actions, e.g. money management, conclusion of contracts, termination of employment contracts with employees(!), how will his earnings be calculated for the work he invested during September? There is no legal basis for all this, without the employment contract being signed now." Camovic Velickovic said.
She was also interested in why the contract was not an item at the regular session, which is being prepared, but instead was switched to an electronic session as a matter of urgency.
She also questioned the point related to a permanent position for Raonic and said that the RTCG does not need a lawyer without experience.
"The Public Service certainly does not need staff of this profile (a lawyer without legal experience), so the provision on keeping Boris Raonic after the end of his mandate and assigning him to a new position should be deleted. I am surprised that Mr. Milić, as a lawyer, refers to Annex 1 of the contract, which is no longer is in force and is therefore non-binding and cannot be the starting point for concluding something new that is brought on a new basis and in new circumstances and is not an integral part of the contract, among other things because (in theory) the employee could also be a new person" , she said.
Commenting on Raonic's earnings under the new contract, the vice president of the Council said that the general director was once again provided with the highest earnings in the public sector, but in an illegal manner.
"Again, terms are used that were not well interpreted by those who wanted the effect of maximum earnings, so the term contracted salary and salary prescribed by the Collective Agreement are mixed up. The contracted salary is contracted. (It is as simple as it sounds). Since there is a Collective Agreement in the Public Service which stipulates a job complexity coefficient of 20,75 in the employment contract, it must be stated that it is the salary of the general manager. And that's all in this case it would be around 1.850 euros in net amount (plus past work), the gross amount is around 2.500 euros. a month. Or in money for at least 1.600 euros, which is almost double the salary of the RTCG director? of other employees in RTCG as well as in the public sector. In order to award incentives, there must be a rule, a measurable system of work performance from month to month... All this does not exist in this case, and if we add the intention to delete from the RTCG Statute the provisions obliging the general director to submit a report on the work to the Council the purpose of the existence of the Council, which will be a body without jurisdiction, and the general director a person who literally does not submit an account for his work to anyone, even in theory, is completely nullified. It is clear that it has been done this way for the past three years, because we never received that work report, but at least there was a formal obligation in the Statute, purely for the Council not to be an ordinary shell. for. We know that there will be everyone who declares, but we still need to know what we are voting for," concluded Camović Veličković.
