The answers of the Delegation of the European Union (EU) in Podgorica to the journalist's questions confirmed that the sole intention and responsibility of the Government of Montenegro was the decision to relax the basic criteria for the selection of the general director immediately before the adoption of the Law on RTCG, in such a way that it was reduced from the originally planned ten years for five years of work experience in the VII 1st level of qualification, it was announced today from the Media Center.
Television Vijesti announced yesterday that the Prime Minister of Montenegro, Milojko Spajić, claimed that the European Commission (EC) influenced the changes to the RTCG Act, and that the EU Delegation denies this.
"The EU delegation confirmed that there are no EU standards or recommendations as part of the criteria for the selection of the general director of RTCG and that each country individually determines the conditions for performing the most responsible function in the public media service. This disputed the statement of the Prime Minister of Montenegro, Milojko Spajić, made recently to the media that "The European Commission proposed easing the criteria for the selection of the general director and agreed that, instead of 10 years, 5 years of work experience in the VII 1st level of qualification is required as a condition," the Media Center press release, signed by Dragoljub Vuković, the president of the Media Center Assembly, points out.
The Media Center added that they remind that suddenly, immediately before the submission of the proposal for the Law on RTCG, on the initiative of the Prime Minister, the text of the law was changed in the part of reducing the criteria for the selection of the general director.
"Prior to the adoption of the media laws, a group of 40 non-governmental organizations (NGOs) submitted to all parliamentary clubs a request that the criteria for the selection of Council members and the general director of RTCG be tightened again with amendments. We also remind you that the working group that worked for 30 months on media laws established a draft law that requires members of the RTCG Council and the general director to have at least ten years of work experience in the VII1 level of qualification," the announcement reads.
The Media Center said that the Government decided, and the majority in the Assembly accepted, to relax the criteria for members of the Council and for the general director of RTCG.
"We remind the public that the Government did not make any changes to the Law on Audiovisual Services, so in this regulation, a minimum of 10 years of work experience with the VII1 level of qualification remained as a criterion for the selection of members of the Council of the Agency for AVM Services and the director of this institution. that the Government had a special interest in RTCG, which is no less important an institution than the Agency for Audiovisual Services, so the only explanation is that the majority in the Government adjusted the legal criteria to a pre-determined person," concludes the Media Center announcement.
As the Media Center announced at the time, the Law on RTCG was adapted to Boris Raonic, the candidate of Milojko Spajić (PES), Andrija Mandić (NSD) and Milan Knežević (DNP). Time quickly proved that we were right, so the third illegal election of a politically suitable candidate was carried out by the politically controlled RTCG Council.
As with the adoption of the Law on RTCG, even today we do not see the need to relax the criteria for the selection of the general director of RTCG if one wants to achieve quality in the management of an institution that disposes of 20 million euros of money per year, contributed by all citizens.
The goal of the election of the general director of RTCG is not to apply as many candidates as possible, but to choose a person with as much professional experience as possible, because this is a way to achieve higher quality in the work of the public media service. If the goal would be to apply as many candidates as possible for the position of general director, then it is best to remove all criteria and allow all able-bodied citizens to apply for this position.
We remind the public that the European Commission gave a positive opinion on the Draft Law on RTCG, which provided for the requirement that candidates for general director have at least 10 years of work experience in the VII 1 degree of qualification.
How necessary the urgent professionalization of RTCG is also shown by RTCG's reporting, whose editors deliberately hide information published by other media, that the European Commission did not interfere in determining the criteria for the selection of the general director, and that Prime Minister Milojko Spajić recently stated an untruth.
