Chief city architect Kristina Bulatović Pejić did not give consent to the company "Beppler & Jacobson Montenegro" for the installation of a hangar in the Kolašin park next to the hotel "Bjanka".
She made the decision on the basis of an insight into the conceptual design of the assembly hall or hangar, and an assessment of the "ambient and spatial value of the area, with the aim of preserving the identity and recognition of the natural and cultural area". In the explanation, the decision states that the planned temporary building does not correspond to the natural context found, and that it would damage the ambient value of both this area and the city as a whole due to its dimensions and shape.
Bulatović Pejić's decision was appealed by the company, which is the owner of the hotel "Bjanka", as well as the park, so now the Directorate for the implementation of guidelines in the field of architecture of the Ministry of Spatial Planning, Urbanism and State Property will "have a say".
According to the urban planning and technical conditions (UTU), issued to the investor by the Secretariat for Spatial Planning, Communal Affairs and Traffic, the possibility of setting up a warehouse with an area of 600 square meters and a height of up to 15 meters has been left. Investors also found support for the installation of hangars in the Program for Temporary Facilities, which was adopted in 2019, i.e. in the amendments to that document.
The program specifies that on cadastral plot 278, within the scope of zone II, at location 36, which is on the edge of the park, a prefabricated-dismantling or immovable temporary building, the maximum area of which is 610 square meters, will be erected.
The only park in Kolašin, due to still unclear circumstances, became the property of the company after the privatization of the hotel. Decades before that, according to local chroniclers, the Municipality only gave the park for use by the former hotel "Bjelasica", i.e. to the state enterprises within which it functioned.
This area, which was designated as a city park in the early 1960s, is the only green area in the city center, with several dozen conifers. An adventure park from another private company was installed there, as well as a children's playground and an outdoor gym, which were municipal investments a few years ago.
According to the draft of the Strategic Development Plan (SPR), the arrangement of the city park is included in the priority projects in the field of improvement of spatial planning and development of green infrastructure. It is planned to be "a central green oasis in Kolašin, accessible and attractive both for citizens and visitors".
In the draft SPR, they state that it is "a significant, but inadequately used space in the city, so the project will include the restoration of green areas, the installation of new urban furniture, the construction of children's playgrounds, walking paths and recreational zones." Special attention, as planned, will be devoted to the arrangement of the park in accordance with ecological principles, including the use of indigenous plant species and the application of sustainable maintenance methods. The organization of various cultural and recreational activities is also planned in order to increase attendance and the importance of the park in the social life of the city.
