The Ministry of Education, Science and Innovation is not aware that the University "Pljevlja" is opening in Pljevlja, the department, which is headed by Anđela Jakšić Stojanović, replied to "Vijesta".
According to "Vijesti" unofficial information, the Agency for Quality Control and Assurance in Higher Education has no information about the establishment of a new higher education institution. The Agency and the Ministry should approve the initial accreditation, i.e. the work permit for the alleged institution, which will be presented tomorrow by the Municipality of Pljevlja.
The Municipality of Pljevlja announced today that a Memorandum of Cooperation, Public-Private Partnership will be signed tomorrow between that local government and Prof. Dr. Voj Laković, which refers to the occasion of the founding of the university.
According to the Law on Higher Education, the establishment of an institution must be preceded by a legal procedure.
"An institution can be established and carry out activities, if it has a certificate of accreditation of the study program; provided appropriate space owned or leased (classrooms, laboratories, library, rooms for extracurricular activities of students), teaching aids, equipment and other means necessary for the performance of activities; provided conditions and unimpeded access for persons with disabilities; provided academic staff who have been elected to an academic position according to the regulations of Montenegro, of which at least three are teachers for basic studies, that is, two teachers for master studies, with an academic title, who are employed full-time; provided one half of the associates from the total number of associates required for the teaching of each study subject in each study year, with whom the employment contract has been concluded; provided financial resources for the establishment and performance of activities; provided hygienic and technical conditions, in accordance with special regulations", it is specified in the Law.

Although the competent institutions do not know anything about the alleged institution, the Municipality of Pljevlja announced yesterday that after signing the Memorandum, they will visit the premises where the university will be located.
The law, however, stipulates that an institution can have the status of a university if it realizes at least five different study programs at the undergraduate level, of which at least one study program is realized as an undergraduate and postgraduate course.
"Study programs from paragraph 1 of this article must be from at least three of the following seven fields: natural, technical-technological, medical, social, humanistic, agricultural and interdisciplinary. The university carries out its activities through: faculties, art academies, institutes and colleges, as organizational units", the regulation on higher education states.
