Podgorica "Bemax" businessman Ranko Ubović and the company "BB Solar" of the businessman Blaž Đukanović, the son of the former head of state and the opposition DPS- Milo Đukanović received another valuable investment project from the Municipality of Budva - the construction of an atmospheric channel near the city Post Office in the city center.
This is written in the Decision on the selection of the most favorable offer for the selection of contractors, which was made by the Vice President of the Municipality Jasna Dokić, which "Vijesti" had an insight into.
595 thousand euros will be allocated from the city coffers for this investment, excluding value added tax, which was the amount offered by the Podgorica construction company "Bemax" with subcontractor "BB Solar".
"The Vice-President of the Municipality of Budva, on the basis of the tender documentation from September 4, at the proposal of the Commission for the implementation of the public procurement procedure, makes a decision on the selection of the most favorable offer. The offer of the bidder "Bemax" DOO Podgorica is the only one, the most favorable and ranked first", according to the decision made by Dokić on October 7.
As stated in Bemax's offer, the works will be carried out within 130 days from the day of commencement of work, which is much earlier than the tender stipulated, because the Municipality gave the possibility that the deadline be 180 days.
The estimated value of the public procurement, as written in the tender, which the Municipality of Budva announced at the beginning of September, was EUR 600, with an additional EUR 125 for VAT.
With this, Ubović's company will continue its work in Budva, because from February to mid-July, together with the company "BB Solar", it carried out the reconstruction of 22. November Street and part of Mediteranska Street in the city center, turning them into a boulevard, with the construction of a roundabout, for which three million euros were allocated from the city treasury.
That project envisaged the construction of an atmospheric channel, which was practically built up to the city post office. Even though the Municipality announced during the implementation of the project that the largest capital investment for this year will solve the problem of flooding in the city center, after the new boulevard has "swimmed" as many as three times since its completion, due to heavy rainfall, and the meadow near the post office and the promenade was submerged, the local administration announced that the construction of an atmospheric channel from the Post Office to the sea is needed, and only then will the problem be solved.
The reconstruction of the city center was a blow to the summer season this year, because guests in the peak of summer were greeted by excavated streets and construction operatives, so many tourism workers in the city center were forced to pay penalties due to the dissatisfaction of tourists.
The million-dollar job was awarded to the company "Bemax" by the detained president of the Municipality of Budva from the prison cell Milo Bozovic. In January, he signed the contract in the Pre-trial Prison after the documents were brought into the prison after the consent of the High Court.
Previously, on December 5 of last year, at the proposal of the municipal Commission for the implementation of the public procurement procedure, Božović made a decision in which, out of the two bids received, the company's bid for the reconstruction of 22. November Street and part of Mediteranska Street with the construction of a roundabout was the first-ranked one. Bemax" whose subcontractor was also the company "BB Solar".
"The contractor undertakes to perform the works for 2.924.681 euros including VAT. The payment of the works will be made to the contractor's account, in Myanmar, within 30 days from the date of receipt of the temporary monthly situation or the completed situation certified by the supervisory authority. The deadline for the execution of the works is 160 days from the day the contractor is introduced to the job. The deadline may be extended due to changed circumstances, force majeure, as well as circumstances that the contractor could not objectively influence. The contractor has the right to request an extension of the contracted period of work in a case that was not caused by his fault, and in which he was prevented from performing the work due to changed circumstances or non-fulfillment of obligations by the Municipality of Budva," the contract read.
"Bemax" practically complied with all the contractual obligations, because the Municipality subsequently asked for additional work to be done by this company. And that was respected, so in mid-July the reconstructed street was opened to traffic.
The municipal Secretariat for Investments recently said that the work was carried out transparently, and that if someone wants to make sure they can get the documents, but they have to submit a request and refer to the Law on Free Access to Information.
On October 8, the municipality of Budva announced a tender for the selection of the most favorable bidder, who will be entrusted with the supervision of the construction of the atmospheric channel. The value of that public procurement is 14.520 euros including VAT.
