NSP: UPSUL decided to install a radar at the border crossing, not caring about the health of the policemen and the level of radiation

The independent police union demands an investigation into the circumstances under which the project's elaboration was made, why, as they claim, false information was stated in it, and on the basis of which documentation permits were obtained for the execution of the works

The Independent Police Union (NSP) announced that the project currently being implemented in Herceg Novi, at the Kobila border crossing, is "potential evidence of negligence for the health and lives of employees".

As they say, the Administration of Maritime Security and Port Management (UPSUL) was "decided to gradually" place the radar just 15 meters from the control cabin where police officers stay 24 hours a day, "absolutely not caring about their health, radiation level and possible endangerment".

They explained that the study on the basis of which the works are being carried out "says that there are no living people in that area and that there are dilapidated buildings", and they also said that UPSUL avoids meeting with officials working at the border crossing.

"Deeply sympathizing with the workers of the Port of Adria, whose problems have become known to the general public in recent days, the officers of the Herceg Novi Border Police Station rightly wonder if they too will be the subject of newspaper articles in a year, two or five years and, what is much worse, medical tests and examinations. The carelessness of the authorities for the health of the employees and bringing their lives to the level of consumables is best illustrated by the port workers who have not been looked at for years and for whose lives no one has cared. And one project that is currently being implemented in Herceg Novi more precisely at the Kobila border crossing, is potential evidence of lack of concern for the health and lives of employees. But by the time this is proven, it may be too late for some of our colleagues," writes the Independent Police Union.

They say that the installation of the radar system at the Kobila border crossing "was very secretive from the very beginning, strictly hidden from the public, based on untrue claims and therefore suspicious."

"As if the only important thing is to take money from the European Union, because this project is financed from EU funds. Human lives are, as it seems, a write-off item in their projections," they added.

The union adds that UPSUL claims that it has the necessary permits from the Government, the Ministry of Internal Affairs, the Police Directorate, and the Municipality of Herceg Novi, but does not give answers as to how they got those permits, based on which data they presented to those institutions.

"Did they completely deliberately mislead some of them? The report on the basis of which the works are being carried out says that there are no living people in that area and that there are dilapidated buildings. If we know that the border crossing to the EU is functioning there at full capacity, then it is completely it is clear that this is a notorious falsehood designed to obtain the necessary permits. The request to the municipality of Herceg Novi for the installation of a 'demountable antenna system' is another deception, because it is about installing a pole more than 25 meters high, which should be supported by a concrete slab of at least 50 square meters and not less than one meter thick. In addition, no antenna will be mounted on the pole, but a radar that should control the entire Bay of Kotor," says the union.

"Faced with undeniable facts and a multitude of 'holes' and their documents, UPSUL avoids a meeting with officials working at the Kobila border crossing, fully aware that their story is unsustainable. At the only meeting held, they promised to report back within seven days at the latest in order to maintain a new meeting with concrete answers to the questions of the Police and Customs Administration officials. Their seven days have been going on for several months, while they completely ignore people's concern for their own health, they continue with their work as if everything is in order," they added.

The independent police union called on all competent institutions to check and consider the case, in order to "remove any doubt from it".

"We invite the Environmental Protection Agency to go to the site and determine what kind of project it is and whether it could endanger people's health. We also invite the Special State Prosecutor's Office to investigate the circumstances under which the elaboration of this project was made, why mentioned false data, i.e. on the basis of which documents were obtained for the execution of works. Finally, and no less important, the European Union office in Montenegro was invited to check how and in what way the funds of the EU taxpayers are spent, i.e. whether is their purpose endangering people's lives and the environment or something else entirely. We are still in time, later it may be too late."
