The Council for Children's Rights of the Government of Montenegro formed an interdepartmental working group today, which is tasked with preparing an analysis on violence and vandalism in schools within 15 days, the Ministry of Sports and Youth announced.

It is stated that the Council tasked the working group with proposing modalities for combating violence and vandalism in schools and submitting them to the Government.

The agenda of today's session included, as announced, the presentation of the final report of the independent Evaluation of the Strategy for the Implementation of Children's Rights from 2019 to last year and peer violence.

The Chairman of the Council, Dragoslav Šćekić, reminded that the Strategy for Realizing Children's Rights 2019-2023. in Montenegro adopted by the Government of Montenegro in 2019.

He said that the evaluation was conducted by two independent evaluators - an international expert and a domestic expert - between November last year and August this year.

Šćekić stated that the purpose of the evaluation was to provide the Government of Montenegro, national partners and UNICEF Montenegro with an independent evaluation of the results achieved through the Strategy.

"It is important to consider the recommendations given in this document when creating a new Strategy for the realization of children's rights. "One very important recommendation given in this document concerns the strengthening of cooperation between the departments dealing with children's rights through the Council for the Rights of the Child," Šćekić said.

He added that he hopes to go in that direction in the future.

"Taking into account the recent events in which children were victims of violence, as well as the fact that the occurrence of violence on our streets and in schoolyards is becoming more and more frequent, I believe that all competent institutions must be involved in order to take the necessary measures in order to suppress this phenomenon," he said. is Šćekić.

He pointed out that the goal is to protect children and suppress violence among children and young people, as well as violence against children in general.

Šćekić said that at the Government session the previous week, the Ministry of Education, Science and Innovation prepared information in which it was exposed what kind of problems society is facing with regard to that topic.

He said that this is why the Government made a decision obliging the Council for the Rights of the Child to form an interdepartmental team that will analyze the situation regarding violence and vandalism in schools and to propose modalities for combating this phenomenon. Minister of Justice Bojan Božović said that the problem of peer violence very often escalates in the school yard, but the problem itself often arises outside the school yard.

"The Ministry of Justice will make its contribution and, in cooperation with other departments, make efforts to solve this issue," said Božović.

The Minister of Internal Affairs, Danilo Šaranović, announced that this department will be actively involved and, together with other departments, will seriously approach solving this problem.

"Looking at schools as educational institutions, as they used to be called, it can be said that this educational component is neglected today compared to some previous period", said Šaranović.

Members of the working group from the Government are representatives of the ministries of education, science and innovation, internal affairs, sports and youth, labor, employment and social dialogue, human and minority rights, as well as the departments of finance, health and justice.

"The group also includes representatives of the Protector of Human Rights and Freedoms of Montenegro, the Police Administration, the Institute for Social and Child Protection, as well as Lejla Kaladžija, a member of the Council for the Rights of the Child and Katarina Čarapić, a member of the Council for the Rights of the Child," says the announcement.
