Members of GI Sačuvajmo Sinjajevina and locals from several municipalities prevented the workers and machinery of the Bjelopolje company from continuing, as they claim, illegal work on that mountain.
The work, as told to "Vijesti" by the GI Sačuvajmo Sinjajevina, began yesterday, "by breaking through about 350 meters of road and continued by digging two holes at two locations near the Bojić katun".
Activists and locals informed the Kolašin police and the Municipal Police Service about it, and this morning they stood in front of the machines.
According to unofficial information from "Vijesti", the works are being carried out based on the decision on issuing a permit for wind research and measurements, which the Ministry of Capital Investments gave to Permonte in October last year.
"Yesterday, it was established that a certain company broke the road for 350 meters without any permit, so the Forestry Administration wrote them a report. Today, representatives of local communities from several municipalities and GI Save Sinjavina gathered on the mountain to prevent the further continuation of illegal works. We have not received any paper that would show that the works are being carried out in accordance with the law. In the procedural sense, there are a large number of omissions. The contractor refers to the decision of the Ministry of Capital Investments from 2023. The Forestry Administration wrote a report and the Municipal Police of Raja came today," Petar Glomazić, vice president of the GI Save Sinjajevina, told "Vijesta".
He says that now, after the excavators have been removed, two huge holes in the ground remain on the field, which are dangerous for both cattle and people, and that it is necessary to fill them up. The GI reminds that they have been waiting for the protection of that mountain for eight years, and, as they claim, if those procedures had been completed on time, there would be no possibility of digging up Sinjajevina and permanently devastation of the area, without the knowledge of those responsible and the locals.
"Sinjajevina is not a place for building windmills and there is no place for similar plants on that mountain. We remind you of the numerous obligations of the state when it comes to the protection of Sinjajevina, and that the mountain meets all the criteria for Natura 2000, and of the obligations arising from the convention, which refers to the establishment of the EMERALD network. We remind you that the Spatial Plan has not yet been adopted, and that during the public discussion we had numerous objections to the solution that designated that mountain as a military training ground. Now we understand that, again behind the backs of the citizens, Sinjajevina is trying to decide on the construction of wind power plants. This is in direct opposition to all the plans for the protection of the mountain and the obligations assumed by the state, which are related to the care of that area", say GI Save Sinjajevina.
For the construction of VE Sinjajevina Part I, urban planning technical conditions (UTU) were issued to the Podgorica company Energy 2 for the construction of 17 wind generators with a total installed capacity of 112 MW. UTUs were issued at the beginning of December last year, and after the minority government at the time held a tender for the lease of state land in Sinjajevina for 30 years, which was given to the company Energy 2.
The location is in Lipovska Bistrica in Kolašin, the area is about 279 hectares.
Other UTUs were issued this year and relate to the construction of 44 wind generators with a total installed power of 290 MW, and include the location on Sinjajevina in the area of Kolašin and Šavnik. Those UTUs were issued to Podgorica companies 'N1', 'Sistem – MNE' and 'Permonte'.
As announced in July by the NGO Action for Social Justice (ASP), "the land given for construction despite the fact that the area gravitates towards the future Sinjajevina Nature Park and future Natura 2000 habitats, that there is no built transmission network for the connection of the planned VE, there is no planning documentation, they are not settled property legal relations...."
The Kolašin local administration could not say anything about the works on Sinjajevina, and they will have more information, as they unofficially said, when the Communal Police returns from the field.
