In the part of Podgorica's Siti Kvart settlement, where there used to be containers, today there are mini-dumps where garbage is dumped by tenants who are dissatisfied with the current situation and the lack of containers near 12 buildings.
They complain about the possible contamination and garbage on the sidewalks and streets that stray dogs throw up, and which are eaten by mice, of which, they claim, there are more and more.
The city company "Čistoća" announces that they will partially solve the problem by purchasing new containers that will be placed on the sidewalk near the bus stop in front of the "Big Fashion" shopping center.
The tender has been announced, they said in response to questions from "Vijesti", and the issue is new containers that are emptied by a vehicle for a semi-underground container.
This summer, tenants took their own initiative to remove containers and demolished container niches at two locations in Veselin Đuranovića Street because, they claimed at the time, they were constantly full.
Cardboard packaging from nearby markets was improperly dumped in them, and kitchen waste from restaurants, including oil and grease, which resulted in spillage on the streets, sidewalks and entrances.
One container niche was removed during the spring, after which three containers were added to another location, a few meters away. In August, the tenants removed all six containers.
However, this did not solve the problem, but increased it, because the tenants did not stop dumping waste there, now on the sidewalks, so mini-dumps can be seen in several places in that part of the neighborhood.
Čistoća told "Vijesta" that they regularly empty the containers according to the previously established plan, three times a day, and if necessary, more times during the day.
The Secretariat for Communal Affairs of the Capital City states that after the removal of the containers on August 21, they organized a meeting attended by representatives of apartment owners, "Cistoća", the Administration for Inspection Affairs of the Capital City and the Municipal Police, so that the representatives of the apartment owners could present the issue with representatives of the company. Purity found a suitable solution.
"On that occasion, according to the 'Cleanliness' proposal, it was agreed that until the final locations are determined, the waste will be temporarily disposed of at the location on the plot where the construction of the Health Center and Kindergarten is planned, and where there are already containers for municipal waste disposal. The representatives of "Čistoća" pointed out that the dynamics of emptying the existing containers will increase, and if the need arises, the location will be strengthened with an additional number of containers for waste collection", the Secretariat told "Vijesta".
The determination of locations for containers and other types of containers for waste disposal, in accordance with the Decision on maintaining cleanliness in the territory of the Capital City, is carried out by "Cistoća", which is why, the Secretariat added, it was agreed that this company should determine a new location as soon as possible in order to create conditions for adequate and smooth provision of this utility service.
"Also, one of the important activities to solve the problem in question is the increased inspection and communal supervision at the locations where waste collection containers have been removed, which is of key importance," the Secretariat pointed out.
Answering the question of what they did regarding the tenants' complaints that preceded the removal of the containers from the Secretariat, they state that they sent all requests to "Cistoća", as a company responsible for determining locations for placing containers, as well as maintaining public hygiene, in order to undertake the necessary actions and activities. .
"After submission of the statement by 'Cistoć', this Secretariat promptly informed the applicants, i.e. condominium owners in the City Quarter".
From "Čistoća" they say that representatives of their waste management department visited all restaurants in the City Quarter in the past "in order to inform and remind them of the obligation to properly dispose of waste oils and fats, and during the visit they found that most of them have adequate separators in which they collect and deposit waste of the mentioned materials until the moment of handing over to a licensed company for the collection of these raw materials".
"This Company submitted reports to the Directorate for Inspection Affairs for all irregular actions found in the field, whether it is improper disposal of commercial waste packaging in municipal waste disposal containers or due to the disposal of bulky waste next to the container".
"Deponia" collects cardboard packaging per quarter
The Secretariat, in cooperation with the company "Deponija", organized the collection of waste packaging from catering establishments in the City Quarter, since the disposal of packaging waste was recognized as one of the problems by the representatives of apartment owners.
"We note that the Secretariat for Communal Affairs, in accordance with the agreement of the meeting and in cooperation with the Landfill, has meanwhile started activities to collect waste packaging from restaurants in the City Quarter, which significantly reduces the amount of waste in the existing containers for collecting municipal waste."
The Secretariat has drawn up an operational plan for the collection of cardboard waste packaging from commercial establishments throughout the Capital City, and activities are underway to start this project in cooperation with the "Deponia".
"The implementation of the project will be done in stages, depending on the situation on the ground, and the City Quarter has been recognized as one of the priority settlements. In this way, the amount of waste cardboard packaging will be reduced, both in the receptacles for municipal waste collection, and in the area around the receptacles or in their immediate vicinity, which will improve the urban hygiene of the Capital City", concluded the Secretariat.
