Instead of making life easier for children with developmental disabilities and their parents, the state imposes additional obligations on them, announced the Forward Movement.
From that party, they said that the decision of the Ministry of Social Welfare, Family Care and Demography to introduce the obligation to pay for stay in day care centers was met with indignation by parents of children with developmental disabilities.
This decision set the price of an hour spent in the day care center at 1,80 euros, of which users will pay five percent, or nine cents per hour.
"We believe that the mentioned amount, if it remains in force, will be larger over time, which will additionally affect these persons and their families, who could use the money in another way," said the Forward Movement.
"Persons with disabilities encounter the same problem. The right to personal disability benefits falls within the domain of basic material benefits from social protection of the individual and, as such, cannot be income and the basis for which a person with disabilities is obliged to pay social services. This attitude of the state according to the most vulnerable categories of the population, it also raises the question of whether the government's goal is to improve the quality of life of these persons or to fill the state budget through such impositions," the announcement states.
They said that the state is obliged to, through the work of day care centers, enable the protection, promotion and advancement of the rights of children and youth with developmental disabilities, their socialization and integration into the community, education and training for greater independence in daily activities, and the acquisition of necessary skills for everyday life.
"Movement Naprijed calls on the relevant Ministry and the Government to withdraw the aforementioned decision and to pay special attention to precisely these categories of the population that are the most vulnerable and discriminated against. Montenegro as a country must do everything to make their lives easier and thus show that it is ready to stand behind everyone its citizens, especially those who need help and support the most," the announcement concludes.
