Goran Šćekić from Ulcinj filed a criminal complaint against his fellow citizens Leonard Stanović, Astrit Hodžić and Ivan Kočović to the Bar Department for the Suppression of Economic Crime on Saturday for, as he claims, illegal construction in Pristan. He also filed a report against the head of the municipal police, Saubih Mehmeti, and the inspector of that service, who did not act on the previously adopted decision on the removal of the Provokator building.
"In that way, they enabled the former tenants to continue illegal construction even before it was determined who won the auction in which I also participated," it is written in the application that Vijesti had access to.
The municipal commission announced the tender for the lease of the disputed building at Pristan at the beginning of last week after the necessary approval of the Government was received. The building was already subject to a public auction once, but it was removed from the list because it was only then determined that it was mortgaged by the Government due to a loan from the Municipality.
Goran's brother, Nikola Šćekić, who was the only bidder, then filed a criminal complaint with the state prosecutor's office against all members of the commission, suspecting that they abused their position and "favor previous tenants through family-party ties." He stated in the application that they are high officials of the Force.
Acting on that and some other reports, the special prosecutor's office is already examining the work of the Commission for the implementation of the Public Call procedure for the leasing of temporary locations on municipal property.
The envelopes received for the new tender were opened on Saturday, and Šćekić claims that his offer exceeded the amount submitted by last year's tenants. As he stated, his offer amounts to 31.357,10 euros, while Stanović's offer is lower by almost two and a half thousand euros. It is still a question of the final winner, since the commission also gives points based on the previous lease, although Šćekić claims that of the offers received for the Provocator, only his is complete and orderly. He repeated his doubts about the legality of the tender procedure.
"The new tender covered 83 locations, of which 74 are new. Most of them have been fully operational even since the beginning of the year. My brother Nikola has not yet been returned the sealed envelope from the first auction, and we openly suspect that it has been opened. All this compromises the entire procedure," Šćekić said.
The administrative decision on the removal of the building on the Pier was passed on June 16, and the municipal police informed Ščekić in writing three days later that they had taken all the actions provided for by law. The municipal service was obliged after seven days to do it itself if the tenants did not remove the building. The head of communal police, Saubih Mehemti, told Vijesti at the time that the service works according to the law, trying to simultaneously protect the interests of all participants in the dispute.
Šćekić asked the inspectors in Bar to establish the factual situation and possibly initiate proceedings against the former tenants and officers of the Communal Police.
