Only three prosecutors work in the Basic State Prosecutor's Office (ODT) in Pljevlja, including the manager Sanja Golubović, which is an insufficient number considering that they are responsible for three municipalities, Pljevlja, Žabljak and Savnik.
This was announced at a meeting that the ODT Pljevlja organized today with Pljevlja journalists as part of the "Open Day of the State Prosecutor's Office".
The basic state prosecutor and prosecutor spokesman for ODT Pljevlja, Ivan Gačević, said that according to the systematization, it is planned that five prosecutors and the head of the prosecution will work in the Basic State Prosecutor's Office in Pljevlja, three more than currently employed.
"The basic state prosecutor's office in Pljevlja is really responsible for prosecuting perpetrators of crimes for which the law prescribes a prison sentence of up to ten years. We are locally responsible for the three municipalities of Pljevlja, Žabljak and Šavnik. According to the systematization, this prosecutor's office should have a manager and five In the past three years, the prosecutor's office has not been functioning in full force. Two months ago, only me and the head of the prosecutor's office, Merima Obućina, were working in Pljevlja. the prosecutor in the Basic State Prosecutor's Office in Pljevlja", Gačević said.
He said that the volume of work in the prosecution is the same as when the prosecution was working at full capacity.
"We also have the problem that the Basic Court in Žabljak, where we act and represent the accused, has no judges. The cases that are before the Basic Court in Žabljak have been delegated to other courts in the territory of Montenegro, so we are also forced to submit the indictments that we submitted to the court in Žabljak we are now representing the Courts in Kolašin Bijela Polje and other municipalities. All this causes problems in the work and functioning. We are not able to perform the work as dynamically and efficiently as we should, that is, to have all the necessary possibilities so that we could function as the law provides," Gačević said.
Despite the lack of prosecutors, the Basic State Prosecutor's Office in Pljevlja achieves enviable results in its work.
"This prosecutor's office takes into account all events that deserve public attention, and which we estimate may have elements of a criminal offense. So we act proactively when we have this information and when we have reports from state authorities or citizens. We deal with every case in accordance with the law Gacevic said.
Gačević said that "if there is a smaller number of cases, the cases are more than a year old".
"A part of the cases due to a colleague who resigned in the meantime, remained unfinished and had to be divided between those of us who were left to work. This requires additional time, due to getting to know the case, the need and assessment of the actions that must be taken to make a decision in such cases," Gačević said.
The head of the Basic Prosecutor's Office in Pljevlja, Sanja Golubović, said that the number of cases in the ODT Pljevlja this year is 32 percent lower than last year.
