Zoran Pavićević from Podgorica claims that he has been visiting the Podgorica administration since October 8, begging him to pay more than 100.000 euros into the budget of the capital city for communal equipment of the land on which he planned to build.
"I was told, in a half-whisper, that I was speeding up the process for nothing, when 55 contracts worth 8,5 million euros have been waiting in the Podgorica Municipality for the signature of Mayor Olivera Injac since the end of July," Pavićević told "Vijesta" and added that he had been "cheating" Podgorica for months. institutions.
The Capital City did not answer "Vijesti" whether it is true that more than 50 unsigned contracts, worth over eight million euros, are in the Injac cabinet, but they claim that they are cautious because "it is precisely the contracts on communal equipment of construction land that are the subject of numerous lawsuits have already been initiated against the city". They also claim that Injac "responsibly treats the money of the citizens of Podgorica".
Pavićević, on the other hand, says that he does not receive any explanation for the fact that his case is pending, especially not in written form.

Pavićević told "Vijesta" that he has been working on collecting documentation for months. He emphasizes that "he has proper documents for building the building".
"I collected them according to the letter of the law and according to the same letter of the law I want to pay the calculated utilities. In addition to so much wild construction, the capital will not collect money from us who do everything legally. That cannot be clear to me," he said.

Pavićević said that he has been visiting institutions for days, but he cannot believe what he has heard and seen.
"Such is the animosity of the secretariat towards each other. They have problems between themselves. The secretary tells me that she does not know where the mayor of Injac is. I waited 240 days to get urban planning approval, while others completed it in 40. They are still party functionaries. I never called anyone to help me in my life, I did everything myself. I have money in my account. I have a decision from the Secretariat for Urbanism where it says how much I have to pay," he said.
In the answers from the Capital City, they admit that in the previous few months, "more than a dozen contracts on communal equipment of construction land were submitted to the mayor for his signature, the analysis of which determined that the key recommendations of the Service for Internal Audit and Financial Risk Management and the Directorate for Protection were not followed in their preparation property and legal interests of the Capital City".
"In a large number of cases, property and legal relations have not been resolved for the contracts submitted for signature, which is why their implementation in terms of communal equipment, as an obligation of the Capital City (in accordance with the Decision on communal equipment of construction land) is very questionable both in terms of implementation and and in terms of the scheduled deadlines", they reply from the capital.
They also claim that several lawsuits were filed against the city in the previous period "to which the investors want to collect damages because the Capital City did not provide them with the communal equipment for which it was responsible according to the contracts signed by the previous mayors".

"... Investors initiated disputes because the Agency for Construction and Development of Podgorica did not fulfill its obligations in accordance with the concluded contracts. This is why there is no thesis that the mayor is stopping the capital city's income in any way, but she is responsible towards the money of the citizens of Podgorica. In addition, in this matter, the mayor sent a binding instruction to the Agency and the Secretariat for Spatial Planning and Sustainable Development in July 2024, which was supposed to affect a greater degree of protection of the interests of the Capital City, but it was not implemented in the manner requested." , said the city administration.
As they added, Injac "responsibly treats the interests of the citizens, as well as the Capital City itself."

Senić referred to the "binding instruction" and emphasized that "it follows from the content of that document that Injac clearly obliged the Secretariat, and not the Agency, to submit a decision on the specific issue".
"Until today, we have not received that decision", he emphasized.
Senić also claims that he was not warned that he was violating the recommendations, "nor that he was misleading the mayor or ignoring her."

In his answers to "Vijesti", Senić pointed out that "among all the submitted 'harmful' contracts for signature, the mayor made a selection and signed three contracts in the past period" and, as she states, six more as of yesterday.
