The inspection also supervised the Traffic Directorate, which did not treat the solution for filling the "dump" of soil in the tunnel with the report.

The trucks that were filmed by a foreign tourist unloading tires in Bukovica are the property of the Nikšić-based company "Mechanizacija i programat", which is engaged in the construction of the regional road R-1 Cetinje-Njeguši.

This was answered by "Vijesta" from the Directorate for Inspection Affairs, confirming the earlier statements of environmental activists NGOs "Naša akcija" and "Mediterraneo".

The environmental inspection determined that the trucks of the company from Nikšić delivered waste car tires to the construction site in order to use them "for the protection of the primary substructure of the tunnel (as an amortization layer)".

"The protection of the primary substructure of the tunnel in question had to be undertaken urgently, because due to the execution of the works, and due to the characteristics of the terrain, there was a collapse of earth and stone into the tunnel and a hole was opened in the ground above the tunnel up to the very surface of the hill through which the tunnel is going," according to the UIP.

Due to the use of tires on the construction site, the inspection also carried out inspections at the Traffic Directorate, which is the holder of the "Njeguši" tunnel construction project. As they state, the directorate conducted an environmental impact assessment procedure for the tunnel construction project, but the report did not address the solution for filling the "dump" of soil in the tunnel.

The UIP therefore instructed the Directorate to obtain a decision from the Environmental Protection Agency on the need for an environmental impact assessment for the applied technical solution on the "Njeguši" tunnel.

The value of the contract concluded by the Traffic Directorate with the company from Nikšić is 9,5 million euros. "Mechanization" is a former state-owned company. Its owner, as previously announced by the Center for Investigative Journalism (CIN-CG), after privatization became an offshore company from Gibraltar, Urende Limited, which, according to data from the Central Depository Agency, has 66,3 percent of the shares.

President of the Board of Directors of "Mechanization", Dušan Đurović, is a former member of the Municipal Board of DPS in Nikšić.

Although they filed a complaint from Prijestonica, the police have not yet announced anything about the case of tires from Bukovica.

The capital city also filed a report against unknown persons for dumping tires at the unsanitary Vrtijeljka landfill.

Last week, the police announced that, on that occasion, they questioned MK from Cetinje.

According to "Vijesti" information, the person in question is Momčilo Krivokapić, owner and director of the company "Matej", which, as stated in the Central Register of Business Entities, is registered for wholesale trade in waste and scrap.

According to the police, Krivokapić is suspected of driving and unloading 70 tons of tires in the Vrtijeljka area.

Krivokapić himself confirmed to "Vijesta" that he is that person, because when asked to tell what the police were interested in, he only answered "that he told them everything" and ended the phone call.

As they state, the inspection carried out an inspection in that case as well, and they state that in the further procedure they will undertake appropriate prescribed measures in accordance with their competences.

They also add that unorganized landfills, such as Vrtijeljka, are the responsibility of local governments, and that remediation is their responsibility.
