The capital city does not act selectively and there are no privileged investors, and the protector of property and legal interests of the capital city called for caution when signing contracts for communal equipment of construction land, the city administration told "Vijesti".
They said that the mayors of Podgorica Oliveri Injac, in the previous few months, more than a dozen contracts on communal equipment of construction land were submitted for signature, "the analysis of which determined that in their preparation the key recommendations of the Service for Internal Audit and Financial Risk Management and the Administration for the Protection of Property and Legal Interests of the Capital City were not followed" .
Acting Director of the Agency for Construction and Development of Podgorica Dragan Senic earlier he problematized the possibility that Injac "made a selection and signed several contracts among all the submitted 'harmful' contracts for signature".
Commenting on the claims that they must be careful, Podgorica resident Zoran Pavićević who has been visiting the Podgorica administration since October 8 and is trying to find out why no one is inviting him to sign a contract with Injac, and to pay more than 100.000 euros to the city's account for the communal equipment of the construction land, again saying that his documentation is "clean and tidy".
"There is no place for so much caution, because it belongs to me, after the received urban planning and technical conditions, the decision, that is, the consent of the city architect, the calculation of the Agency for Construction and Development of Podgorica, as well as the decision of the Secretariat for Urban Planning. There are no more dilemmas," emphasized Pavićević.
The Capital City, on the other hand, denies that any investor received special treatment, and claims that starting this summer, only those contracts and contract annexes that were assessed as safe were signed.
"... And what concerns the dynamics of payment and contracts for communal equipment in which there were no obligations of the Capital City regarding the undertaking of actions on communal equipment. We also note that the Protector of Property and Legal Interests warned of warnings before prosecution, precisely because of non-compliance with the provisions of the contract, which, as we have already stated, carried a certain risk, after which a binding instruction was drawn up and sent to the Secretariat for Spatial Planning and Sustainable Development, in order to avoid all potential dangers for new contracts on communal equipment", said the city administration.
They emphasized that it was necessary to take care of the fulfillment of all prerequisites when signing the contract, in order to avoid major omissions.
"And in support of that is the fact that even to this day the Normal company building near the Trade School is not fully equipped with utilities, because the project was built even though consent was not obtained for the plot of land adjacent to the school. The situation is similar when it comes to the Master Engineering at the Old Airport, because the contract was signed without the consent of all those who own plots of land that are on the route of the street construction," they pointed out from the Capital City.
Pavićević previously told the "News" that he was unable to get information about when the contract would be signed, and that the city administration "told him in a half-whisper that the process is being rushed for nothing, when 55 contracts worth 8,5 million euros are waiting in the Podgorica Municipality on signature of the mayor".
"I collected the paperwork according to the letter of the law and according to the same letter of the law I want to pay the calculated utilities. In addition to so much wild construction, the capital will not collect money from us who do everything legally. That can't be made public to me," Pavićević said.
