According to the data of the Secretariat for the Economy of the Municipality of Tivat, in the area of the smallest municipality in Boka, as many as 82 vessels are registered for providing services in nautical tourism - pleasure boats, boats, sailboats and speedboats. Those vessels are owned by 42 business entities or entrepreneurs who have registered with that secretariat for the activity of "providing services in nautical tourism".
These data show that in the past few years, Tivat has also been affected by a real "flood" of smaller or larger service providers, primarily the so-called quick excursion tourist tours around Boka.
Although this phenomenon on the Tivat Riviera has not yet reached epidemic proportions, as it happens, for example, in Kotor, where fast excursion speedboats create large crowds and chaos at sea, in the area of Tivat there are more and more excursion speedboats that moor at various parts of the coast. where they offer their services to tourists.
Most of the business entities or entrepreneurs who are registered in Tivat for "providing services in nautical tourism" have one vessel registered on them, however, there are also those who have real small fleets. The largest number of vessels, as many as nine, are registered to the Tivat company "Sea me" d.o.o., whose activity is "transportation of passengers by inland waterways", while the company "Sailband" d.o.o. Tivat, which is backed by Russian capital, has eight vessels. It is based in Porto Montenegro and primarily deals with the training of skippers of smaller yachts. The domestic company "Una" from Tivat has a fleet of seven motor vessels, which deals with boat rentals, guest transfers and excursion tours for tourists, as well as training of skippers and boat managers. "Fordewind Montenegro" doo from Budva has five vessels registered for providing services in nautical tourism in Tivat, while the companies "Sea tours" doo Tivat and "DM Yachting" doo from Kotor have four each.
The Municipality of Tivat did not precisely answer to "News" whether all legal entities and entrepreneurs who provide the services of high-speed excursion speedboats to tourists on the Tivat Riviera do so at locations that are intended and allowed for this activity.
Anyone who walks along the coast in the city center, however, can see that taxi boat speedboats are moored and boarding passengers in places where this is expressly prohibited by other regulations, on the city beach near the "Salon Privee" facility, on the so-called threshing floor on the south side of the Pina city waterfront, under the Port Captain's building on Pini, on the promenade on Seljanovo...
According to Article 51 of the Law on Tourism and Hospitality, legal entities that provide services in nautical tourism are required to obtain proof of the right to use the port, part of the port, operational coast, part of the sea coast that serves the use of the sea for maritime traffic. This means that when registering this activity in the municipal Secretariat for the Economy, it is necessary for the owner of the vessel to submit proof of the right to moor the vessel in the designated places", said the Municipality of Tivat.
They also state that these legal entities "are not obliged to have temporary facilities of the stand/advertisement type", although citizens can see exactly such facilities from which the owners of fast excursion speedboats offer their services in various places along the coast of Tivat, even on the city itself. promenade and Pine waterfront.
The majority of these locations are not recorded as officially approved for the installation of such facilities and the provision of these types of services in the current Program of Temporary Facilities in the Sea Property Zone, which is usually drawn up and adopted by the Ministry of Spatial Planning, Urbanism and state property.
"If a legal entity wants to set up a temporary facility such as a stand/advertising board in the zone of the marine property, it must obtain approval from the Public Enterprise for the management of the marine property. The mentioned facilities must be installed in accordance with the construction regulations, which are valid for temporary facilities", the Municipality explains.
They note that "locations for the installation of temporary facilities are defined by the Program of temporary facilities of the Municipality of Tivat, as well as the Program of temporary facilities in the maritime domain". The Municipal Inspection, which is under the authority of the Municipality, has the authority to control and remove illegally placed temporary structures in the zone of marine property.
