While the Montenegrin institutions in charge of fighting corruption are organizing a new round table today in order to collect suggestions for the announced changes to the Law on the Prevention of Corruption, the existing solutions give space to public officials to "forget" to report companies and assets abroad, and the mixing of public and private interests and furthermore, it is very pronounced and without adequate sanctions, it was announced from the Action for Social Justice (ASP).
From that non-governmental organization (NGO), they stated that the data in their possession shows that the former president of the Municipality of Budva, Marko Carević, never registered a subsidiary company established in Serbia, while, as they added, at the same time, his private, and later family company, had the largest individual deals with a company from Podgorica, to which he gave many jobs through tenders from the position of president of the local administration.
"At the beginning of 2019, Marko Carević was elected for the first time as the president of the Municipality of Budva, and his company 'Carinvest' with headquarters in Kotor, in which he had full ownership at the time, founded the company 'Carinvest RS' in Novi Sad half a year later. in the property record of the then president of the Municipality of Budva for 2020, which is publicly available, only the Montenegrin 'Carinvest' in which he has a 100 percent stake is listed, while the Novi Sad daughter company is not listed In 2021, he transferred the ownership in Kotor's 'Carinvest' to his son," the ASP press release points out.
They also state that in the document in their possession it is written: "Carinvest RS Novi Sad was registered on June 07.06.2019, XNUMX. The founder is Carinvest. The company has no activities and was founded with the aim of buying the Bomex ironworks in bankruptcy from Serbia and in the procedure and announcement that the land transfer it to the parent company Carinvest Kotor...it's about land in Lastva Grbaljska".
The ASP says that the document dates from the end of 2023, when, as they said, "Carinvest" from Kotor entered into a financial arrangement.
The NGO said that the document also states: "The company also bought the claims of the bank from Serbia, against the company Safiro Beach Resort, which owns the plot near the Adriatic Fair in Budva in the amount of about 3,5 million euros. However, this receivable was collected. Carinvest Kotor financed the purchase of these receivables with a loan from Lovćen Bank, and the loan was closed with the bank would not pay unnecessary interest, which at that time was around 20.000 euros per month, Carinvest RS lent that money to the related company Carinvest Rent doo, and Carinvest Rent further to Carinvest."

They also said that the data in their possession shows that in several years of Tsarević's mandate, the family company "Carinvest" with "Asfalt Beton construction" had the highest reported turnover, so in 2020 it was 3,4 million euros, in 2021 . about 1,6 million, in 2022 2,2 million.
"Back in 2020, videos were shown showing that the construction machines of 'Carinvest' were engaged in the work of 'Asphalt Concrete Construction' (obtained from the Municipality of Budva), but it should be noted that the family company of Carević is also registered for the sale of construction materials, such as concrete or asphalt, which are the basic raw material for the construction and reconstruction of roads. Marko Carević resigned from the position of the president of the Municipality of Budva in August 2022. Two weeks ago, it was announced that the Basic Court of Kotor acquitted him of illegal charges of land occupation, his son Milan Carević, to whom he transferred ownership in 'Carinvest', was sentenced to half a year of house arrest, and the company has to pay a fine of 100.
