The tenants of the Trepča building in the center of Pljevlje asked the local company Grijanje to release them from paying the October bill, given that they were not provided with heating service in that month and that "they do not agree to any partial splitting of the bill".
This was confirmed by the manager of the building to "Vijesti". Goran Knezevic.
"You carried out the heating test on October 25 at 10 a.m., which you pointed out as a notice on the building, and on Monday, October 28, you started the heating and the heating season, but since there was an accident during the heating test in the premises of the municipality of Pljevlja, the Trepča building will not be able to is connected to the heating system before troubleshooting. So we ask that the bills for that period of non-delivery of your service be reduced. Also, we request that the bills from the previous two years for the month of October, in which the heating season began on October 15, 2022 and 2023, be reduced, which means that the bills must be reduced by half, and not be recorded as if heating was on for the whole month, which is contrary to the Law on Consumers as well as the Law on Obligations", stated Knežević in the request submitted to Grijanje.
They were told by Grijanj that the bill for October would be reduced by 60 percent, and that they would consider the possibility of reducing the bills for November and December by an additional 20 percent.
"The company has found an optimal solution, and in order to satisfy the interests of the users of the heating service, as well as the company's business, the intention is that at the next session the Board of Directors will consider the possibility of reducing the bills for November and December by another 20 percent each, which would amount to a total of 100 percent of the reduction of the October accounts", stated in the answer of the director of Grijanj Government of Tošić.
He also believes that the request related to the reduction of the October bill for the previous two years is unfounded, given that the heating season began on October 15.
"Article 33 paragraph 1 of the Decision on conditions and methods of supplying thermal energy to the city of Pljevlja stipulates that the heating season begins on October 1 and ends on April 30. Furthermore, paragraph 2 of the mentioned article prescribes that exceptionally, the heating season can start before or after the deadline from paragraph 1, in the case when the average daily air temperature, based on official data from the Hydrometeorological Institute of Montenegro, is lower or higher than 12 degrees for three consecutive days Celsius. Acting within the legal framework, and all in accordance with the aforementioned Decision, the Society decides on the start of the heating season based on the report of the Hydrometeorological Institute of Montenegro, which was the case in the previous two years as the average daily temperatures were above 12°C. We also remind you that Article 54 of the Decision stipulates that complaints about the quality of the delivered thermal energy, as well as the calculation of compensation for the delivered thermal energy, can be submitted by the user of the services, that is, the representative of the user of the services. Invoices for delivered thermal energy are delivered by the 15th of the month and based on the invoice issued by the service provider, you can file a complaint immediately, which you had the opportunity to do two years ago," Tošić said in his reply to the tenants.
In view of the fact that they did not receive firm convictions, Knežević, as the manager of the building, lodged an objection to the bills for October on behalf of the tenants, asking for exemption from payment of the bills. to help the sustainability of the company. It is also evident that the heating season started on 28/10 (although the building, Trepča, is still without heating due to the interruption of the heating system).
