For the purchase of the property over which the road needs to cross in the settlement of Bjeliši, which the locals oppose, the Municipality of Bar Novak Đurović offered 49 euros less than what it paid for part of his land in 2017, and the market price was determined in relation to 2021.
His lawyer Milić Mirović he told "Vijesta" that in 2017, the municipality bought a piece of land from Đurović at a price of 300 euros per square meter, and now it is offering 251 euros.
As "Vijesti" previously wrote, the road, which is foreseen in the Detailed Urban Plan "Topolica IV", must cross seven houses where about 10 families live. Dissatisfied with that solution, they addressed the authorities in the Municipality of Bar, the ministries, and the President of Montenegro. Jakov Milatović.
The price at which the Municipality of Bar offered to buy houses and properties for them is unacceptable.
The family Jokanovic she resented the fact that they were offered 251 euros per square meter of land, and 700 euros for the house, although in the decision on real estate tax, as they claim, the value is 1.915 euros per square meter.
Lawyer Mirović considers it controversial that now, after seven years, the Municipality is offering less money, even though it is an urban plot with an object, especially when taking into account, as he claims, the large increase in real estate prices in the last few years, especially on the coast.
Mirović states that they were at a discussion in the regional unit of the Real Estate Administration, where he noted the illogicality in the price.
In the minutes of the meeting, which "Vijesti" has access to, Mirović stated that a question of general interest is being raised, and that they believe that it is about private interests and that the commission should not have made a cross-section based on the parameters of the land in Podgorica and the north of Montenegro.
"At the discussion, we learned that the Municipality of 'HBA gradnji' sold the land at a price of 480 euros per square meter. We suggest that the commission go out into the field again, make a new assessment, and take as parameters the land that borders the land that is the subject of expropriation, and do it as soon as possible," concluded Mirović.
The five Barans present at the discussion in the Real Estate Administration declared that they did not agree with the offer, and assessed that it was low and unacceptable. The representatives of the Jokanović family did the same at the hearing in that body.
In the Report on the assessment of the value of land, buildings and fences in the expropriation process, which "Vijesti" has access to, the prices from 2021 and 2022 were taken as a market value parameter. They referred to sales contracts from those years when a square meter of land cost 460 euros (2021) and 310 euros (2022). They also cited another contract from 2021, when a square meter of property in that part of the city was sold for 144 euros.
In the Elaboration of geodetic works for the expropriation of the Municipality of Bar, it is stated that in times of crisis, the purchase of real estate is seen as a "safe investment", so the demand is high, which led to a record price increase.
"We are witnessing an extremely high jump in real estate prices in Montenegro. This growth trend began in the second half of last year, and accelerated in 2023. There are numerous reasons for the rapid growth, the main one being the high level of inflation, both at the global and local level, which is why the costs of construction and related activities have risen tremendously." , it is stated in the Elaborate.
In addition, it says that the market is recording a high level of demand for real estate, which greatly exceeded the supply and flared up in the previous year in response to the global recession and inflationary crisis.
In Budva, the average selling price per square meter of a one-room apartment is 2.750 euros, while in Tivat it is 3.370 euros. On average, prices are forty percent higher compared to the same period in 2021.
"It is difficult to predict in which direction the market will move in the coming period, and many predictions of the bursting of the bubble have not come true so far. What is noticeable in the last year is that the offer is growing. The number of issued construction permits as well as the number of planned apartments have registered a significant growth after the period of inactivity caused by the pandemic", it is stated in the Elaborate.
It also says that the trade process between buyers and bidders should be without coercion.
Lawyer Mirović considers it particularly important, since it is a forced sale, because his client, like other locals, do not want to sell their property.
He assessed as unacceptable that the Elaborate itself is contradictory and that the Municipality of Bar, as he states, does not adhere to the guidelines presented in it, as well as the price, but offers what could leave the citizens in a very difficult financial situation.
According to him, his client is not yet sure whether he will seek justice in court, as the Jokanovićs previously announced.
Residents of Bjeliš, a part of the settlement where the construction of a local road is planned, said that they had been talking about the road for ten years, but that the situation "heated up" when two local investors bought lots near their houses for the construction of buildings.
They say that they think that the Municipality must make a road for them at any cost, even at the cost of their houses.
According to their opinion, everything was done non-transparently, with agreements behind closed doors, and no one included them in that process, even though, as they point out, it is an existential issue.
They said that, if necessary, they will physically defend their homes
