The shelter in the local community of Kanje for the accommodation and protection of abandoned and lost dogs in the territory of the municipality of Bijelo Polje was given to the utility company "Lim" by the company "Franca" free of charge for two years.
As explained by the Municipality, it is a building of a former farm, and the work of building a shelter has been entrusted to the Municipal Company, after which stray dogs are expected to be removed from urban and then rural areas.
This was previously opposed by a part of the locals who claimed that the shelter was a nuisance, while Komunalno pointed out that it was far enough from the houses that it would be a nuisance to anyone.
The Municipal Enterprise states that "if there are problems in implementing the decision, the state authorities will also help, because the public interest is at stake."
The formal prerequisites for the establishment were met at the last session of the local parliament, and that decision was preceded by the adoption of a dog population control program for that municipality in the next two years.
In the last three years alone, the municipality of Bijelo Polje and Komunalno "Lim" allocated almost 300.000 euros for compensation due to dog bites. As citizens have repeatedly warned, stray dogs, which have been increasing in recent months, are found both in the city, in suburban settlements, and in forests, posing a danger to people and animals, and they often cause traffic accidents.
Secretary of Agriculture Kemal Alic assessed that dogs on the streets are a big problem because they cause material and non-material damage to citizens who seek compensation, stressing that the adoption and implementation of such a program will contribute to a significant reduction in the number of abandoned and stray dogs in the territory of the municipality of Bijelo Polje, which will also reduce the number of injured citizens from bites, which will be directly reflected in the reduction of expenses on that basis in the budget of the Municipality and Communal.
"By adopting and implementing the program, a contribution is made to changing our attitude towards abandoned animals in a progressive and, above all, humane way, and therefore the image of ourselves in front of the public, as well as in front of our friends who visit our city", he said. is Alic.
Significant results, through the implementation of identification and registration measures (chipping is mandatory for all adult and newborn dogs, no later than 90 days after birth, and dogs are identified with a unique identification mark (microchip) that a veterinarian applies under the skin), reproduction control, construction of shelters, education on responsible ownership and other measures, as stated in the decision, may be visible after two years.
Representative of the proposer of the decision to establish a shelter, secretary of the Secretariat for Housing, Communal Affairs and Traffic Dusko Ruzic said that the shelter for accommodation and work is entrusted to the company Komunalno "Lim", which is in charge of taking over and transporting them to the shelter and which takes care of them in the shelter, while the care and care will be provided by that company in cooperation with the veterinary institution.
