Vice President of the Municipality of Pljevlja Darko Gazdić he recently said that the local parliament, after the Commission for the Control of Public Procurement finally put an end to this tender, should make a decision to refund the citizens a certain amount of money they spent for the purchase of pellets.

Gazdić said that four bidders applied for the tender for the first time this year, while there was only one in the previous ones.

Recently, the Public Procurement Control Commission accepted the appeal of the Pljevlja company Jasen and again canceled the decision of the Municipality of Pljevlja from August 13 on the selection of the most favorable offer for the purchase of pellets.

On August 13, the municipality chose the company Mikro-Mont from Bijelo Polje, after the Commission for the Control of the Public Procurement Procedure twice annulled its earlier decision, which evaluated the offer of the company Jasen as the most favorable.

The joint offer of "Javor Internacional" doo Pljevlja and Nikola" doo Berane was ranked second, the offer of Eurozox" doo Danilovgrad was ranked third, while the offer of the bidder, Jasen" was rejected as incorrect.

Jasen" on August 23, through attorney Nebojša Vojinović, filed a complaint with the Commission for the Protection of Rights in Public Procurement Procedures due to incompletely and improperly established factual situation, violation of procedural rules and incorrect application of substantive law.

In the appeal, Jasen essentially points out that the challenged decision is illegal, because the client, in the process of executing the decision of the Commission for the Protection of Rights of May 9, rejected his offer as incorrect, thereby preventing him from participating equally in the tender, even though his offer for 70.000 euros more favorable than the offer of the bidder Mikro-Mont.

In the renewed procedure, the Municipality determined that the company Mikro-Mont submitted an incorrect offer. The municipality pays half of the contracted amount, and the citizens pay the other half when picking up the pellets.

Citizens are entitled to two tons of pellets at subsidized prices.
