The Ministry of Health plans to provide equal conditions for public and private healthcare with the new law, so that citizens can, if necessary, be treated in private clinics and clinics at the expense of the Health Insurance Fund.
This results from the draft law on health care, which has been under public debate since yesterday. One of the novelties in the law is the possibility for a healthcare worker to register as an entrepreneur.
"One of the goals is to include private practice in the health care system, so that a health care worker who is not employed, i.e. does not perform other independent activities or is a beneficiary of an old-age pension, can independently perform health care activities, register as an entrepreneur and provide health services under the prescribed conditions", it says in the explanation.
The goal, they claim, is the coordinated action of the public and private sectors, which means that all entities in the system perform their activities under equal conditions and that they can, if it is necessary for public health, to be part of a health network in which citizens receive services at the expense of mandatory health insurance. , by concluding a contract with the Fund.
The new law also plans to expand activities at the primary level of health care, in health centers, thus introducing the services of early intervention, internal medicine, dermatovenerology, ophthalmology, physical medicine, palliative care, occupational medicine, digital health and telemedicine.

One of the main novelties is the introduction of early intervention, as a system of professional services intended for children with developmental delays, children with disabilities and atypical behavior, emotional and social difficulties, with developmental delays due to inadequate nutrition, chronic diseases and other biological and sociological factors through centers for support that already exist in health centers.
It is planned to return occupational medicine to the public sector, despite the deficit of specialists in this field, but also to provide dental services through the school dentist to children up to 18 years of age. This right will be exercised through health centers, that is, clinics that will be located in schools by territorial affiliation. The goal of the new law is to protect health workers and associates from injuries caused by sharp objects, in accordance with the EU Council directive.
"One of the goals of this law is the promotion and improvement of breastfeeding, as a set of measures and activities undertaken by health institutions and health workers. It is prescribed that the selected doctor through the patronage unit provides professional support and care for the mother, newborn and infant, with a home visit organized after delivery after discharge from the hospital... The advertising of adapted dairy products in health institutions is prohibited," the explanation states. .
The Ministry of Health points out, among other things, that without the adoption of a new law, the trend of increasing the waiting list and overcrowding of the Clinical Center of Montenegro (KCCG) as a tertiary health care institution for the entire country would continue.
In that department, they claim that the digitization of the health system will enable the use of mobile devices (phones, applications, sensors, patient monitoring devices and other mobile wireless devices) to collect general and clinical data about the patient, transfer that information to health workers, researchers and patients, monitoring of medical parameters, but also the provision of remote health services in cases where the health worker and the patient or two health workers are not in the same location.
Party officials cannot be directors
The draft law also provides for special conditions for directors of public health institutions.
Thus, according to the draft, a person who has a higher education in the field of health, legal, economic, or social sciences, has at least two years of work experience in management positions or five years of experience in profession and is not a member of political party bodies.
It is necessary that the candidates also meet the requirements from the institutions' statutes.
