Today, the Center for Civic Education (CGO) submitted a criminal complaint to the Special State Prosecutor's Office (SDT) against the NN persons who approved the payment of 2019 million euros from 2023 to 4,9 for the financing of secondary religious schools in Montenegro, it was announced from and non-governmental organizations.
"This was done contrary to the General Law on Education, which was established by the State Audit Institution (DRI) in its Report on the audit of the regularity of the financing of religious communities from the budget of Montenegro and gave a negative opinion on the compliance of the financing of secondary religious schools with this law, which also indicates abuse of official position with enormous damage to the Budget of Montenegro," the announcement states.
The CGE said that Article 139, paragraph 3 of the General Law on Education stipulates that only secondary religious schools that carry out publicly valid educational programs can be financed from the Budget of Montenegro.
"The approval of these payments was not made in accordance with Article 138 of this Law on the basis of the economic cost of educating students for the educational program, the number of students, the coefficient of the program group into which the educational program is classified and other criteria characteristic of the educational program, institution and specific area. Although these payments are covered by financing contracts and annexes to those contracts, and in accordance with the conclusions of the Government, it is clear that no conclusions of the Government or contracts and annexes can have legal validity if they are contrary to the law," the announcement reads.
"CGO appreciates that the violation of legal provisions, which are one form of defense against the discretionary, and possibly corrupt, actions of officials who decide on the financing of religious schools, requires the professional attention of the SDT", it concludes.
