Director of the Resource Center "1. june" Maja Kalezić claims that the work of that institution has been blocked for almost a year by the daily exhausting and targeted controls of the Educational Inspectorate, "by order of some employees and non-governmental organizations in which the children's parents are involved".
Responding to the initiatives of parents and the Society of Special Education Specialists who asked the Ministry of Education, Science and Innovation (MPNI) to replace her, Kalezić said that from 2021 she tried to improve the work of the institution and that the training and education of students be adapted to their capabilities and needs. She claims that none of the employees were denied any rights, nor the rights of children, students or parents, and that she found the administration disorderly, especially personnel.
"For almost a year now, the work of the Institution has been blocked by the daily exhausting and targeted controls of the educational inspector, at the behest of some employees and NGOs in which the children's parents are involved. Controls have been carried out on several occasions, since December 2023, and no solution has yet been adopted to eliminate the irregularities. During all that time, documentation had to be found, prepared and submitted, deadlines had to be met, which is why all other ongoing obligations were postponed. The last inspection by another inspector, for which my dismissal was proposed, refers to the finding and irregularity in the preparation of the IROP for one student", said Kalezić.
The educational inspection previously established that the members of the expert team, of which the director of the institution is a member, did not sign any of the submitted forms for the individual development and education plan (IROP) for the school year 2023/2024. year, that no written evidence was submitted that the expert team met for that school year, that no evidence was submitted that the institution informed the Institute of Education, the Vocational Training Center and the Examination Center about the adopted IROP. The inspection also noted that the members of the professional team are not compliant with the Law on the Education of Children with Special Educational Needs, "because that team, according to the Annual Work Program, consists of the director of the institution."
Kalezić claims that the IROP was done in the same way as before her appointment, and that there were no objections from the Education Inspectorate, the Institute for Education, the MPNI.
"In preparation for the preparation of the IROP for this school year, I tried to correct the previous failures in their preparation and preparation, and all teachers were informed in time to comply with the complete procedure, to do the same in cooperation with the parents of their students and within the deadline, month from student enrollment. Some teachers, despite being reminded of this obligation, intentionally or accidentally failed to do so. I tried to influence them through cooperation and agreement to finish the job without taking measures of disciplinary responsibility, because that is the only way to a solution, which is the only possible mistake I made," said Kalezić.
She also assessed that she did not contribute to the responsibility "for any report in the press or the inspector's finding" through any procedure, stressing that she did not want to influence the decisions of the authorities.
The Protector of Human Rights and Freedoms recently determined that the Ministry of Education, the Institute for Education and the Resource Center "1. June" did not properly deal with the quality of education, nor with improving the conditions in which children with special educational needs attend classes and spend time in that institution.
This, among other things, is stated in the opinion of the protector of human rights and freedoms (ombudsman) after the procedure, which was initiated by the NGO "Niste sami", which consists of parents of children from "1. of June".
The Association of Special Education Specialists of Montenegro then asked the Minister of Education, Science and Innovation Angel Jakšić Stojanović to dismiss Kalezić due to parents' complaints and, as they claim, the collapse of the institution's reputation. The MPNI said at the beginning of the month that they had received several initiatives for the initiation of ex officio inspection procedures at the JU resource center for education and training "1. June" Podgorica, which mainly related to the organization of educational work, the work of the management, management and professional bodies in the institution. They said that the Educational Inspection made minutes on the performed inspection supervision, on the basis of which administrative measures and actions will be taken in accordance with the law.
