"All previous attempts to resolve something in a qualitative-functional and quantitative direction and scope have remained without visible results. We propose the only high-quality, long-term solution for our city and for future generations as a priority: planning, designing according to planning and project-technical documentation, which is possible sooner, to build two three-story underground garages under the city squares, Vukman Kruščić Square and Borac Square, in two variations or solutions (with or without space where part of the monument complex," explained Bulatović.

He said that the approximate gross free area is approximately 7.500m2 in maximum occupancy.

"As the leveling of the terrain is 'handsome', so, especially at 'Gornji trg', nature has 'offered' a solution. The excavated material would be used for the recultivation and remediation of the area where communal waste is disposed of in Bakovići and for the same purpose at the location of today's 'lagoons' on Breza," he adds.

Bulatović is convinced that this, as he says - capitally important project, could be realized in phases.

"As the projected budget of the Municipality of Kolašin is approximately 10.000.000 euros, we believe that a project of this caliber and importance should be a priority, while also appreciating the importance of other, however, less urgent goals. The capacity of both garages should be projected to 1000 parking spaces according to the program task. So that in the newly created constellation of accelerated construction, especially the DUP, "Kolašin-centar, changes and additions" would not be "entangled in node' when it comes to traffic, we would have to react promptly! At the same time, the epicenter of Kolašin has no competition when it comes to location. And, of course, ``a cubic meter is still cheaper than a square meter in both Kolašin and Manhattan'' of the Kolasin DPS.

He also recalled the warnings of German climatologists who warn against impulsive changes in the weather (which we are already feeling).

"And I hope we haven't forgotten the catastrophic rainfall in the city in 2002, as well as the unprecedented snowfall in 2012, when the biggest challenges were precisely the impossibility of cleaning public areas due to parked cars.

Such a mega-project would be of immeasurable benefit to the people of Kolasin, who should be able to park under the most favorable conditions, tourism workers and tourists. It is mandatory to allow free parking in optimal thermal conditions: for Health Center vehicles, ambulance vehicles, Fire Service vehicles (Protection and Rescue), police and army vehicles, school buses, sports club vehicles, vehicles used by people with disabilities.
