Democratic councilors in the Bar Municipal Assembly proposed removing the construction of the controversial street in Bjeliši from the budget for the next year
For the upcoming 24th session of the Bar Municipality Assembly, which is scheduled for tomorrow, the Democrats' councilors submitted two amendments concerning the intention of the Municipality of Bar to build a street on UP "S3" according to the DUP Topolica IV, in the Bjeliši settlement.
This was announced by the Bar councilors of the Democrats and they said that after the Municipality of Bar started the process of expropriation of real estate located on the route of this street, the owners of this real estate objected to the intention that their property be subject to expropriation, emphasizing the fact that there is undeveloped land next to their plots which can be used for road construction.
"Appreciating the demands of the locals, the needs of road construction, as well as considering the savings of citizens' money that is planned for expropriation, we consider it justified to remove the items on street construction from the Budget of the Municipality of Bar and the Spatial Planning Program for 2025 until a compromise solution is found on this issue," announced Momčilo Leković, Valentina Minic and Milan Nešković.
They also pointed out that it is "very symptomatic" that information has appeared in the public that the Municipality of Bar has already assumed certain obligations towards investors in advance, and that it must proceed with the communal equipment of the land in question, even though the Law on Spatial Planning and Construction of Facilities in Article 59 prescribes "preparation of construction land for communal equipment".
"I guess it is logical that the Municipality is currently in the preparation phase, which includes, among other things, the resolution of property-legal relations, and therefore only after successful preparation, it can start signing any contracts with investors, and not at all before that, as it looks here was the case. The question arises, why did the Municipality of Bar rush in this case?", they wrote in the announcement.
They assessed that tomorrow's session will be a real opportunity for all councilors, regardless of which party they belong to, to stand up for the protection of disgruntled citizens and temporarily stop the construction of the street until the best solution is found that will not jeopardize the rights of citizens.
