With the strategy for the reform of education from the next year until 2035, every child will be able to have a quality, fair and inclusive education, said the Minister of Education, Science and Innovation Anđela Jakšić Stojanović.
The Ministry of Education, Science and Innovation (MPNI) and the UNICEF Representative Office in Montenegro, with the support of the Delegation of the European Union (EU), presented the draft of the Education Reform Strategy 2025-2035, a key document that defines the direction of development of the education system of Montenegro for the next ten years.
Jakšić Stojanović pointed out the importance of such initiatives for the future development of the country.
"This strategy is a promise that we will provide every child with a quality, fair and inclusive education that prepares them for life," said Jakšić Stojanović.
As she emphasized, their goal is to ensure that every child in Montenegro has access to education that prepares them for the challenges of the modern world, through the acquisition of relevant knowledge and skills.
"We will pay special attention to empowering teachers and educators, so that they can provide adequate support to children from vulnerable groups and their families, creating an inclusive and stimulating school environment," said Jakšić Stojanović.
In this way, as she said, they work to prevent early school leaving and enable children to reach their full potential.
The Deputy Head of the Cooperation Sector of the EU Delegation in Montenegro, Liselot Isakson, pointed out that the ten-year strategy is fundamentally important, not only for the Government, but also for every student, teacher, parent and citizen who will be directly affected by that reform.
She said that they are satisfied that EU resources enabled the implementation of an intensive consultation process, during which the voice of every relevant actor was heard.
“However, as important as consultation is, implementation is what will ultimately determine the success of the strategy. That is why it is now necessary to ensure its efficient and sustainable implementation, with measurable results, and the first step is the adoption of the Action Plan", stated Isakson.

The head of the UNICEF representative office in Montenegro, Mikele Servadei, said that the strategy is based on the key recommendations of the Education Sector Analysis and that it is in line with national and international strategic frameworks and standards.
The strategy, as he said, fully includes the recommendations of those who are most concerned - children and adolescents, their parents and guardians and teachers, because they know best what challenges they face, as well as what are the best ways to solve them.
"Now is the moment when we have the opportunity to invest in children from their early development to adolescence, and we must take advantage of that opportunity," Servadei pointed out.
According to him, investment in the human capital of Montenegro is crucial for EU accession and at the same time it is also a development path for the entire country.
The MPNI said that the strategy covers the key directions of the development of the education system, including equal access to education, reduction of social and regional differences and training of children and young people for life in modern society through the development of relevant skills and competencies.
The strategy for education reform, as they said, includes four key strategic goals.
The Ministry stated that the first strategic goal refers to the education system providing high-quality, accessible and fair education, which encourages the integral development of all children and adolescents and is resistant to challenges and risks.
As they said, the second strategic goal refers to all employees in educational institutions equally and to the full extent supporting the quality and fairness of education, developing all key competencies and skills of students and having positive attitudes and high expectations in relation to all children and young people .
The third strategic goal is to improve quality and equity in the education system through improved management and funding, with an emphasis on the use of evidence and participation in the decision-making process.
The fourth goal refers to the fact that the educational infrastructure and teaching aids support modern work methods and techniques and provide a high-quality, accessible and inclusive environment for the implementation of teaching practice.
"The goal of the event was to initiate a constructive discussion with key actors in the education sector and to provide an opportunity for an exchange of opinions that will improve the final version of the strategy," the statement said.
It is stated that the participants presented numerous proposals and suggestions that will be taken into account in the finalization process.
"MPNI and the UNICEF Representative Office in Montenegro thanked all those present for their participation and support and invited the general public to participate in the public debate on the strategy, which will shape the educational system of Montenegro in the next ten years," the announcement reads.
