The further development of Kolašin is limited by the capacities of the existing outdated water supply network, in which there were no major investments in the past half century, as well as the insufficiently developed sewage network.
Miloš Peković, director of the company Vodovod i kanalizacija, stated this in the Work Plan for the next year.
In that document, which will be on the agenda at the next session of the Municipal Assembly (SO), he announces numerous measures "that would solve problems in the functioning of the system". At the same time, he reminds that development and business goals are limited by the "economic situation, condition and conditions" in which the company operates.
Among the priority activities, Peković mentioned the continuation of activities on the development project of the water supply and sewage system, as well as the continuation of the installation of water meters for all consumers, in order to reduce irrational consumption. Excessive water consumption, he claims, is particularly pronounced in the area of suburban and rural settlements and "many times exceeds actual needs". This problem is most obvious in the settlements across Tara, but also in Smailagić Polje.
"It is necessary to continue activities on the implementation of the project of installation of water meters with remote reading and the possibility of remote disconnection. The protection of the reservoir in Dulovine should begin, by installing a protective fence around the reservoir. Activities on the introduction of a program of measures and control of consumption by zone are also planned, as well as the introduction of telemetry and a loss control system," it says in the Work Plan of the Waterworks and Sewerage.
Peković plans to start the development of the project of the finished state, the cadastre of hydrotechnical installations and the GIS of water supply and sewerage next year. He also announces that he will try to acquire new machinery and equipment, but that, for the planned activities, he will receive money through European projects.
He reminds that the company actively participated in the preparation for the construction of the sewage network, and so far, the technical documentation has been prepared and revised, and the tender procedures for the selection of contractors and supervision are ongoing. Similar activities were carried out on the wastewater treatment plant (WWTP) project. Tender procedures for contractors and supervision are also underway for the initial stages of the reconstruction of the Kolašina water supply system.
Peković reminds that activities have begun on the execution of works for the system, which would provide snowmaking for the ski slopes and water supply to buildings on Bjelasica. Part of the asbestos pipes, which make up the Kolasin water supply network, were also replaced, and he announces that the replacement of pipelines up to three inches long, 20 kilometers long, will also begin next year.
The executive director expects the company to generate a little more than half a million euros in revenue next year, and is counting on an additional 100.000 euros in the budget. However, given that the changes to the Branch collective agreement for housing and communal services increased salaries enormously, as much as 350.000 euros will be spent on employee salaries. Peković reminds that the basic salary coefficient has increased by 70 percent on average, and that the remuneration of the members of the Board of Directors has also increased. The Regulatory Agency took the increase in wages into account, so the real planned cost was included in the justified business costs, which will double the water prices for natural persons during the next year.
