Vice President of the Municipality of Budva Nikola Jovanovic made a decision on the proposal of the municipal Commission for the implementation of the public procurement procedure to award the Kotor construction company "Carinvest" the job of building a road in the Budva settlement of Bijeli do.
The family business of the former president of the Municipality of Budva Marko Bata Carevica, as written in the decision that "Vijesti" had access to, as subcontractors in the business, it listed the companies "Asfalt - beton gradnja" from Podgorica, "Geotin MNE", "Marting project", "Hidromont inženjering" and "Breznamont" from Nikšić.
The joint offer, whose holder is "Carinvest", as written in the decision, is the only correct and first-ranked one.
In the tender that was announced at the beginning of November, the Municipality of Budva predicted that the value of the works on the road would be 900 thousand euros, plus an additional 189 thousand euros for VAT.
As written in the decision, the holder of the joint offer, the company "Carinvest" offered to build the road for 899.723 euros, excluding VAT.
It is interesting that as one of the subcontractors, Tsarević's company also listed the company "Asfalt - beton gradnja" from Podgorica, which in recent years received millions of jobs from the Municipality of Budva, even during the time when Tsarević was in the chair of the first man of Budva.
Not knowing that it was the president of the Municipality Milo Bozovic from the Spuša prison on that very day, dismissed the functions of the vice-president and appointed Nikola Jovanović in her place, Jasna Dokić signed two contracts with the company "Asfalt beton gradnja" on December 2.
With those contracts, the company was entrusted with the construction of the road S 53-53 in Bečići, worth, as written in the contract, 398 thousand euros including VAT, while with the second contract "Asfalt - beton gradnja" got the job of building the road in the Budva settlement Dubovica, for that even 1,3 million euros will be allocated from the city coffers.
"Vijesti" previously announced that the Podgorica company "Asfaltbeton gradnja" received a number of jobs from the Municipality, worth millions, many of which were signed by Dokić.
At the end of September, "Asfalt - beton gradnja" was also awarded the contract for the construction of a road in Buljarica, the value of the work including VAT 1,49 million euros, which was also signed by Dokić.
In May, she signed the decision to award that company a job worth half a million euros for work on the rehabilitation of existing roads in the Budva municipality.
"Vijesti" previously announced that this was the continuation of a series of contracts concluded with the company from Podgorica, which began while the city was managed by Marko Bato Carević, and would continue during the administration of Milo Božović.
The detained Municipal President Milo Božović, at the proposal of the Municipal Commission for the Implementation of the Public Procurement Procedure, passed two decisions in December of last year, entrusting the Podgorica company "Asfalt beton gradnja" with the execution of works on the investment maintenance of the city's infrastructure (the value of the procurement is 322.314 euros), but also construction of a road in the Blizikuće settlement above St. Stefan, for which slightly more than one million euros was paid from the budget.
The involvement of "Asfalt - beton gradne" in the affairs of the Municipality of Budva was questioned by the Network for the Affirmation of the Non-Governmental Sector (MANS), which in May 2020 submitted a criminal complaint to the Special State Prosecutor's Office against the then mayor Marko Carević, accusing him of assigning the asphalting of roads to the Podgorica company "Asfalt - concrete", so that his company "Carinvest", as a subcontractor, would actually perform a million-dollar job.
At the time, MANS published information that Tsarević concluded as many as 11 contracts with the Podgorica company Asfalt beton gradnja, with a total value of almost two million euros, and that the company used the machinery of Tsarević's private company to carry out the works. In October 2020, the Special State Prosecutor's Office, headed by Milivoje Katnić, rejected the criminal complaint filed by MANS against Tsarević for abuse of office.
