Although they previously announced that the website veljebrdo.gov.me would only be operational after the amendments to the Spatial-Urban Plan (PUP) of Podgorica were adopted, the Government and the Ministry of Spatial Planning, Urbanism and State Property have already done so despite the fact that just finished public debate on the document, that part of the public disputes it, and that the administration of Podgorica demanded its withdrawal, because, as they stated, its adoption would mean the continuation of the destruction of the city in private interests.
The website on which interested citizens will be able to apply for apartments within the "Velje brdo" project was announced by the Coordination Body of the Government on December 14:
"A website has been prepared where interested citizens will be able to apply for apartments within the 'Velje brdo' project, and it will be operational after the PUP is voted on at the Government session," they announced at the time.
In the meantime, the PUP was not adopted, and the website veljebrdo.gov.me was published on December 27. That day, the prime minister announced on the X network that the website was online Milojko Spajic. In an announcement through which he invited citizens to apply and express interest in apartments in the announced "Velje brdo" settlement, he stated: "Velje brdo website - fill out the questionnaire in 20 seconds and express your interest! Montenegrin dream can begin".
Through this platform, interested parties are informed about the apartments of two square meters, the prices of the square meters are also indicated, and it is also planned to fill out a questionnaire, where, as mandatory, data is entered - first and last name, phone number and JMB. The e-mail address is left as an option, not an obligation.
The Agency for the Protection of Personal Data and Free Access to Information (AZLP) told "Vijesta" yesterday that the collection of data on that platform is legal:
"Article 10 of the Law on the Protection of Personal Data stipulates that the processing of personal data can be carried out with the previously obtained consent of the person whose data is being processed, which can be revoked at any time. Appreciating that on the website veljebrdo.gov.me personal data is processed with the prior consent of the person to whom the data refers, according to Articles 10 and 28 of the ZZPL, it is not necessary to give special consent of the Agency for the Protection of Personal Data and Free Access to Information, so in to that effect, the Government did not address the Request for Consent".
They added that it is the leading department Slaven Radunović, as the operator of the collection of personal data, submitted to the Agency, on the prescribed form, the Record of the collection of personal data - Persons interested in the purchase of an apartment within the Velje brdo Project, that the record was established on December 27.
That is also the date when Spajić announced that the veljebrdo.gov.me platform was online.
When asked by the editors about the purpose of requesting JMB from interested citizens, the Ministry of Spatial Planning, Urbanism and State Property said that it was "in order to ensure the verification of interested persons and avoid false reports".
"And all in accordance with the regulations of the Agency for the Protection of Personal Data. Also, please note that in the second stage of the site's development, it is planned that each of the applications will become a user profile, through which the buyer of the apartment will be able to be informed about the construction stage, the level of repayment of the apartment and other relevant issues", they stated in the answer.
