In order for the employees of the Montenegrin Electric Distribution System (CEDIS), at least in the future, to be able to reach the transformer station (TS) Jezerina, at the Mountain Center Kolašin 1450, from which the state ski resort Kolašin 1600, the facilities of the Army and the Radio Broadcasting Center are powered (RDC) on Zekova glava, and the Klisura tunnel, the state will be forced to pay almost 400.000 euros.
That amount also includes the expropriation of the land, on which the electric cables were installed in a length of about 230 meters.
Currently, TS can only be reached on foot, but over private property, and the repair of broken cables on a private plot, at the beginning of December, had to be done with the assistance of the police. The closure of the approach to the TS was caused by the construction of buildings in the immediate vicinity of the TS, which buried the two access roads that previously existed.
One road to TS Jezerina was "closed" by a garage under construction, which the state is building in the immediate vicinity of a private ski resort for the needs of both ski resorts. In addition, access to TS is obstructed by private buildings that are springing up in that part of Bjelasica.
"Operation and maintenance of facilities are difficult for several reasons, but we are trying to overcome them and establish a stable power supply for users. However, in the event that an intervention requiring the use of larger mechanization would be necessary, such as the replacement of a transformer, the approach of fire engines in the event of a fire... TS, on the existing road, could not be accessed", they told "Vijesta" in CEDIS .
According to what they said in the Directorate for Capital Projects, based on the request of the Ministry of Spatial Planning, Urbanism and State Property from November 22, a "request for re-evaluation of real estate in KO Smrčje for the construction of a road" was sent.
The Real Estate Administration carried out a reassessment, according to which the owners of six plots will be paid 205 euros per square meter. Thus, four MN Grup plots will be bought, Ilija Popović i Srđe Anđelić, for which the state will pay close to 140.000 euros. In order to enable access to TS, the state will expropriate plots 953/2 and 1023/2 of the company Ski-resort Kolašin 1450 Zoran Ćoć Bećirović, for which they will pay him around 250.000 euros.
By decision of the Government, three state plots, including 1127/12 and 1127/14, which cover a large part of the old road to TS, were exchanged with Bećirović for his plots five years ago, so the departure station of the state six-seater K7 and part of the associated ski infrastructure. It was initiated by the request of the Ski-resort Kolašin 1450 company, and, as stated in the explanation, the plots were necessary for the completion of UP3, UP4 and UP6, in accordance with the Special Purpose Spatial Plan (PPPN) of Bjelasica and Komovi. The value of the plots, which the Ski-resort obtained by bartering with the state, also includes surface watercourses. At that time, the estimated value of those plots was around 65,5 euros per square meter, that is, three times less than the price that the state now pays to private individuals for the access to TS Jezerina and the installation of power lines.
CEDIS explains that TS 35/10 kV Jezerine was operated by the Directorate of Public Works - Ministry of Sustainable Development and Tourism, and that they later purchased it. At the time when it was built, they remind, the main road passed by that facility and "continued on towards the old (private) Ski Center, as well as towards the new ski resort".
"Over time, the road was moved to a different route due to the new ski resort and tunnel, after which a roundabout was built above the old ski center and TS and it is now the official road according to the road project used for the TS 35/10kV Jezerine substation. Furthermore, the construction of buildings was started next to that road and the earth was dumped on the road, so that road was also blocked", CEDIS explains.
They say that at the beginning of November, when the cables were cut on a private plot, which is why the facilities supplied by TS Jezerine did not have electricity for more than a month, "the teams that went out to repair the fault could not reach the substation because of the blocked road." .
The company reminds that the 10kV outlets "Base station", "Reserve base station" and "Klisura" from TS 35/10kV "Jezerina" were interrupted. The 10kV "Base station" outlet supplies the 10/0,4kV TS base station, Ski-center and RDC, and the 10kV "Klisura" outlet supplies the tunnel to Jezerine. CEDIS continues to claim that the broken cables on the private plot are not their property but the Ministry of Capital Investments.
However, the Capital Projects Administration denies that they are responsible for part of the electrical infrastructure. The administration, they remind, initiated, among other things, the construction of power cables to power the future Ski-resort Kolašin 1600.
Because of this, she was recognized as an investor and owner, although, they claim, formally, she is not. They explain that "The Administration for Capital Projects does not charge for the use of cables or charges for electricity to consumers, and therefore cannot be responsible for them".
