The higher state prosecutor's office in Bijelo Polje assessed that in the case of the surveyor's injury Ranko Despotović at the construction site in Pljevlja, there are no grounds for prosecuting any person for a criminal offense that is prosecuted ex officio, and the files were returned to colleagues at the Basic Prosecutor's Office in Pljevlja.

At the beginning of October, the Basic State Prosecutor's Office in Pljevlje submitted files to that prosecutor's office, in order to assess whether there are grounds for initiating criminal proceedings against a certain person in the case that happened in July at the construction site of the investor "Mili Company", when Despotović was killed.
When asked by the editors about the status of the case that was returned to them, the Pljeval ODT said on the last day of 2024 that "necessary measures and actions are being taken to determine all the facts that have an impact on making a legal decision".
Despotović died this summer at the construction site of the investor "Mili Company" in Pljevlja. According to the report made by the Pljeval ODT on the day of the accident, on July 10, in the afternoon hours, there was a collapse of the earth at that construction site, and the collapsed earth fell on Despotović, who was at the construction site at that moment and was determining the elevations for the construction of the building.
The company "Mili Company" did not respond to the editorial questions sent earlier.
"It is true that ODT Pljevlja is taking the necessary actions, however, the fact remains that in an event like this, the investigation has not been initiated even after half a year," the lawyer of the victim's family told "Vijesta" yesterday. Maja Zeković and added that "the injured family still has no answers to many questions" regarding the death of the late Ranko.
"Which, let me remind you, died on July 10, 2024 at the construction site in Pljevlja, near the Red Cross building, where the investor is the business company 'Mili Company' doo Kalušići bb Pljevlja, as a result of the collapse of the earth, which occurred as a result of a failure to secure construction sites in an adequate manner. As she added, work on that construction site continued immediately after the death of Despotović. According to her, on the same construction site, irregularities and omissions have been noted several times since the beginning of construction.
"I would like to remind you that work was prohibited on the construction site and measures were ordered to secure the foundation pit - emergency rehabilitation measures by decision of the competent inspection as early as May 7, 2024. Again, on June 6, 6, the inspection stated that the ordered security works had not been started . However, the inspection on July 2024, 3 again states in the minutes that work is being done on the same construction site - installation of reinforcement for wall panels, and the accident happened seven days later," Zeković said.
The same works, she adds, continued even after the accident.
"What the inspector stated on July 12, 7, even though there are evident deviations from the main project in some of the wall panels. On July 2024, 16, the inspection prohibited the execution of all construction works until the irregularities are eliminated. With this state of affairs, it is unacceptable that there is no progress in the investigation even after almost six months since the event, due to the legally inexplicable procedure of the VDT in Bijelo Polje to return the case to the ODT in Pljevlje, although all objective parameters point to the jurisdiction of the Higher Prosecutor's Office in this procedure," she said. Zeković.
Such behavior, she added, "only favors the relativization of the responsibility of all actors of the event".
"Including the competent inspection in connection with whose work an extensive investigation must also be conducted, as well as the responsible persons who, in front of the competent Ministry, approved the start of construction on that construction site, although there are indicators that point to the conclusion that such approval is absolutely illegal."
From the Ministry of Spatial Planning, Urbanism and State Property, which he heads Slaven Radunović, previously told "Vijesta" that on July 22, the study on the protection of the foundation pit was submitted to the urban planning and construction inspection of that department for the building of the company "Mili Company". The accident at the construction site happened 12 days before.
