The Ministry of Public Administration submitted to the Special State Prosecutor's Office complete documentation related to the dismissal of the vice-president of the Municipality of Budva Jasna Dokić and the appointment of the leader of the political group "Budva naš grad" Nikola Jovanović to that position, which was carried out by the current president of the Municipality of Budva from the detention cell of the Investigation Prison Milo Bozovic, it was unofficially confirmed by "Vijesti".
The government department he heads Marash Dukaj, according to the same source, he submitted the documentation at the request of the prosecution headed by the chief special prosecutor Vladimir Novović.
Detained President of the Municipality Milo Božović signed the decision on the dismissal of Dokić, as well as the decision on the appointment of Jovanović as vice-president, after the High Court gave consent to bring official documents into the remand prison. At the same time, Božović signed the consents, whereby both solutions come into force, referring to Article 2 of the Law on Local Self-Government.
The Ministry of Public Administration then conducted surveillance in the Municipality, and determined that the decisions made by the detained Božović were illegal.
The department, which is headed by Maraš Dukaj, notes that "the president of the Municipality of Budva did not dismiss the vice-president in accordance with Article 68 paragraph 2 of the Law on Local Self-Government".
"The decision on giving consent to the decision on the appointment of the vice president of the municipality of Budva, Nikola Jovanović, is not in accordance with Article 59 of the Law on Local Self-Government because the reasons for not passing the decision would endanger the lives of citizens and property of greater value were not explained. Based on everything presented, the Ministry of Public Administration makes a recommendation to the President of the Municipality of Budva that, given the fact that the decision on the dismissal of the Vice-President No. 01-104/24-2081/1 dated 2.12.2024 December 01. year and the decision on giving consent to the decision on the appointment of the vice president of the municipality of Budva number 082-24/2083-3/2.12.2024 dated XNUMX December XNUMX. were not adopted in accordance with the Law on Local Self-Government, it is excluded from legal circulation", the Ministry's decision states.
Dokić immediately filed criminal charges with the SDT against Božović and Jovanović, and initiated several proceedings before the courts challenging the legality of the decisions made.
The involvement of the Special Prosecutor's Office comes on the eve of the constitutive session of the local parliament, scheduled by the Government for January 10, at which the mandate of 33 councilors who were won by parties, citizen groups and coalitions in the November elections is expected to be verified.
In order to form the government in Budva, a majority of 17 councilors is required.
On November 27, the Municipal Election Commission announced the final results, which were only published in the Official Gazette on December 13, since the legal deadline of 60 days to constitute the parliament, that is, to elect the president of the Municipal Assembly.

In the extraordinary elections in Budva on November 17, the coalition "For the Future of Budva" Mladena Mikielja won 25,93 percent of the votes, and the list "Budva naš grad - Nikola Jovanović" won 25,3 percent of the votes (both for nine mandates). The Democratic Party of Socialists (DPS) received 21,96 percent of the vote (seven mandates), the Democrats-PES coalition 9,72 percent (three mandates), the "Movement for the City - Đorđe Zenović" newspaper 6,41 percent (two mandates), the European Union 5,9 percent (two mandates), and GP URA 3,59 percent (one mandate).
Jovanović recently told "Vijesta" that the government will be formed within the legal term, and that there will be no third round.
Jovanovic and minority support
The political crisis in Budva after the second round of elections can be resolved by providing minority support to the list "Budva our city" whose leader is Nikola Jovanović. As "Vijesti" previously announced, that political group is preparing a document that represents a platform for responsible management of the city administration, which will be based on principles and specific projects, and support will be sought in the local parliament.
After the Democrats and the Movement Europe now, and the Movement for the City decided that they did not want to participate in the formation of the government with the list "Budva our city", it is clear that there are only two options for the formation of the government, namely with the coalition "For the future of Budva (NSD , DNP, SNP, PZP...) which is composed of 10 parties or with the opposition Democratic Party of Socialists.
An informed source says that it is unacceptable for Jovanović to make coalition arrangements with NSD and DPS, which is why they will not go in the direction of the classic formation of the government, but that it can be established and function according to the minority model because "Budva our city" is a political group that won individually the largest number of mandates.
For now, as "Vijesti" was told, it is certain that Jovanović will invite to power the European Union led by Petar Odžić, as well as the Citizens' Movement URA led by Blažo Radjenović.
In this way, Jovanović secured a total of 12 councilors, which are more than enough to send proposals to the assembly for the election of the president of the assembly and the president of the municipality.
If an agreement is reached, already at the constitutive session of the parliament, it could be a proposal for the president of the SO.
