The public company for the management of marine resources has submitted to the Environmental Protection Agency a request for a decision on the need to prepare an environmental impact assessment study for the arrangement of part of the promenade in the stretch from Sveto Rok to Ivovića Park, on cadastral plot 728/1 KO Donja Lastva, Municipality of Tivat .
The Agency forwarded the request of the Maritime Property and the accompanying documentation to the Secretariat for Spatial Planning of the Municipality for review and invited the citizens of Tivat to submit their opinions, comments and suggestions in writing by January 14.
The reconstruction of the promenade is planned for a length of about 300 meters, on the stretch from the Ivovića park in the south to the "Caruba" hotel in the north. The project consists of three mutually integrated units: a promenade by the sea, a green belt and the main promenade.
"The promenade in Donja Lastva seems untidy today, because all the surfaces are in a very bad condition, starting with the green belt, which was destroyed due to the parking of vehicles in that area. Also, the path with the coastal wall, which is next to the sea, is damaged in several places, the interventions on it are made of different stones, they are mainly covered with red, light and dark gray crushed stone, and the wall has collapsed in several places. The perimeter edge area, the walkways towards the sea are made of concrete. There is currently no parapet wall. On the existing road, the traffic is not adequately regulated, both vehicular and stationary," it is written in the accompanying documentation made by the company Decom Group from Podgorica in December of last year.
The total area of the stretch of coast that will be reconstructed is 3.795 square meters, and there are two boat slips and one pontoon, as well as a slipway for pulling vessels from the sea to the shore. The location also includes protected groups of trees, a row of Canary palm trees on the coast, and an old carob tree near the "Caruba" hotel, which are recognized as valuable and protected local green areas by the Municipal Decision on the Communal Order of Tivat.
As emphasized by Morski dobr, a solution was reached that "should satisfy the aesthetic, ecological and social aspects, and follow the matrix of the cultural landscape as a historical heritage with an emphasis on the implementation of the principle of horizontal connection of all surfaces".
"Special attention was paid to the arrangement of the space, which becomes a quiet zone, with controlled traffic, without parking, with a zone for recreation and rest along the coast," state the authors of the planning solution commissioned by Morsko dobro.
According to it, the construction of a new parapet wall along the entire length of that part of the Lastovo waterfront, the construction of several concrete stairs for going down from the coast to the sea, the replacement of the existing stone-paved pedestrian path along the sea with a new one made of decorative concrete, the construction of a completely new bicycle path parallel to the pedestrian promenade on to half the width of the existing green area between the coast and the existing cart road, arrangement of a smaller square near Mandrac Marković, restaurant terrace near "Caruba", equipping with new urban furniture and renovation of green surface.
Also, in the future, it will not be allowed to park vehicles on the green area, which is now used as an informal parking lot, and the existing road itself will be of a controlled type in the future, intended to be used only for the needs of the owners of buildings along the existing road that do not have an alternative access. In the northern part near "Caruba" it is also planned to install a temporary facility in the sea - a floating mooring pontoon measuring 12 by three meters.
"The reconstruction of the promenade in Donja Lastva from the Church of St. Rok to Ivovića Park will not represent a significant source of environmental pollution. Essentially, it does not change the purpose of the land, and by implementing the planned measures, it can only have positive effects on the environment and the ambient appearance. According to the above-mentioned items, we can conclude that the reconstruction of the promenade will not have negative effects on the surrounding area, but that it will have only a positive impact", claim the authors of the documentation.
