Over the past three months, the Ombudsman, as Radulović said, has not received a single complaint from listeners and viewers of RTV Podgorica.
"There are several reasons why there are still no complaints... first of all, it must be pointed out on the RTV Podgorica portal that there is an Ombudsman to whom followers of the municipal media can turn and thus protect their rights if they believe that they have been violated," the report signed by RTV Podgorica Ombudsman Boban Novović states.
The second reason, as the report states, is that "the editorial board and journalists of RTV Podgorica strive to respect the rules of journalism and the Code of Journalists of Montenegro."
Another reason there were no comments is that the portal lacks columns and comments.
"Because the experience of other media shows that their readers had the most objections precisely to texts with such content," the report states.
Public Procurement Officer of RTV Podgorica Vjera Vujanović said that the City Television has not had any major procurements since its establishment.
"This year we planned to purchase slightly larger equipment - cameras and everything necessary to make all this happen," she said.
During the session, it was said that the conclusion was reached that it was necessary to invest money in equipment. It was also said that Gradska TV lacks computers for the needs of all sectors.
The Council members also adopted the Public Procurement Plan Proposal.
Lacman noted that the City lacks a program dedicated to children who "have distinguished themselves in some way and can show the right path with their example." He also believes that it would be good to organize a children's quiz about Podgorica.
"... The winning school would receive the equipment. Our problem is space capacity. We are currently in negotiations with the Capital City about what they have that we could use to film such a show. Through this quiz, Children's Diary and weekend program, we are trying to present young people as much as we can," he pointed out.
The Council members adopted the proposed PP plan for the current year.
Lacman reminded that "Weekend on Gradska" lasts three hours.
He said that they launched the music show "G major".
"That's part of what we would do... We are limited by budget. We lack a lot of equipment... We are facing a very turbulent period. It will and does depend a lot on the budget...", said Lacman.
City Council President Vesna Radulović asked Lacman how much the Program and Production (PP) Plan increased the media company's own production.
"We raised it from 36 to about 52 percent," Lacman replied.
He said that they are more technically problematic than staffing shortages.
"... We have three cameras from one manufacturer, two from another... and the image is sometimes not identical," he said.
The Ministry of Finance has asked the Capital City to withdraw the Draft Budget of Podgorica for the current year and put it up for public debate, which further exacerbates the problems of Radio Television Podgorica (Gradska TV), said during a session of the Gradska TV Council, the deputy editor-in-chief of that television, Nemanja Lacman.
"This intensifies the problems we have. We may even, in some situations, have to reduce some things a little...", he said.
The city portal, he said, "continues in the capacity it is currently in."
"There is no need for additional manpower. Our goal is to turn the portal predominantly towards the city. During this year, there will be an application of the portal, there will be minor changes... We are obliged to submit to the Capital City how much Podgorica is represented in the media," said Lacman.
He pointed out that there is no shortage of workers at the media company's radio station either.
According to him, they realized that it was important to increase the educational and cultural program.
"We were one of the media sponsors of the Podgorica New Year's Bazaar... The morning program is a new format that we introduced. It started this season. A number of local problems and businesses are presented through the morning program. A good part of the morning program is dedicated to city topics...", said Lacman, adding that in addition to city topics, they also deal with health, educational and other topics.
He said that they have the informative Dnevnik in multiple timeslots.
"Two news programs that we have to keep. 'Referat' is the only political show. All our shows last 55 minutes. We received the most praise for the show 'Guardians of the City.' It was produced with representatives of city companies and citizens...", he said.
Council members Aleksandar Đurišić and Tatjana Džudović are not attending the session.
