The Government today adopted the Draft Law on Free Access to Information, which, as announced, will contribute to a more effective exercise of that right.

After today's session, the Government announced that amending the existing legislative framework will create the conditions for the right to free access to information to be exercised within a modern systemic model.

"Which is based on the premise that citizens realize their interests in cooperative relationships, among themselves and with government bodies, which act as an "open system" - in communication with their citizens," the statement added.

As highlighted at the session, the exercise and protection of the right to access information are faced with certain challenges that negatively affect the efficiency of the work of the authorities, the exercise of rights, and therefore the transparency of the work of the authorities.

"It is expected that this law will contribute to the most effective exercise of the right to free access to information and the creation of necessary mechanisms so that all identified problems in the implementation of this law can be overcome," the statement says.

In this way, as the Government said, the necessary conditions will be created for the right to free access to information to be exercised even more efficiently and effectively, which will contribute to the faster development of democracy and the democratic system.

The Government today also approved two amendments to the Proposal for Amendments to the Law on the National Security Agency (NSA).

The Government said that the first amendment concerns the article of the Bill which stipulates that the control of the legality and efficiency of the Agency's work is carried out by a special controller for national security.

"Given the importance and scope of the work that the special controller is required to perform, this amendment proposes that he or she perform his or her duties on the premises of the ANB," the statement said.

It is stated that the second amendment refers to the article of the Bill which stipulates that the annual report of the special controller shall be submitted to the competent working body of the Parliament as part of the annual report on the work of the Agency.

"This amendment proposes the deletion of that paragraph, since paragraph 3 of Article 41 stipulates that the special controller submits an annual report on the control performed to the Director of the Agency, the Government and the competent working body of the Parliament," the Government said.

The government also adopted a Regulation on Amendments to the Regulation on Detailed Conditions and Methods of Implementing Administrative and Physical Measures for the Protection of Classified Data.

"The amendments to the Regulation will improve the legal framework for implementing administrative and physical measures to protect classified data, by prescribing the use of modern standards in this area," the statement said.

It is stated that the current regulation was adopted in 2015, so it is necessary to replace the standards, the use of which is prescribed by that regulation, with newer ones.

"It is also necessary to harmonize the current Regulation with regulations in the field of defense that were adopted after 2015," the statement said.

The aim of the regulation, as stated by the Government, is to create optimal conditions for storing secret data and preventing its disclosure to unauthorized persons.
