The statement states that on January 16 and 23, 2025, the European Court of Human Rights issued three decisions against Montenegro - "Bijelić v. Montenegro", "Golubović v. Montenegro" and "Terzić and Others v. Montenegro", based on which the state of Montenegro is obliged to pay the applicants in the cases:

- "Bijelić against Montenegro" on account of the length of the proceedings before the Constitutional Court of Montenegro of four years, 11 months and 29 days, the sum of EUR 1.500 in respect of non-pecuniary damage and the sum of EUR 250 in respect of costs and expenses, plus any tax that may be chargeable to the applicant on these amounts;

"Golubović against Montenegro" on account of the length of the proceedings before the Constitutional Court of Montenegro of four years, four months and 16 days, the sum of EUR 1.080 in respect of non-pecuniary damage, plus any tax that may be chargeable to the applicant on this amount; and

"Based on the decisions that the European Court of Human Rights issued in 2024 in relation to Montenegro due to the length of proceedings before the Constitutional Court of Montenegro, in 2024 the state paid the applicants from those decisions a total amount of 77.330,00 euros," the Office of the Representative of Montenegro before the European Court of Human Rights said in a statement.

It is stated that, bearing in mind that the length of proceedings before the Constitutional Court of Montenegro has been recognized as a problem in the legal system of Montenegro, the Government of Montenegro adopted conclusions in 2024, based on the Report on the Work of the Office of the Representative of Montenegro before the European Court of Human Rights, recommending to the Constitutional Court of Montenegro that, in order to reduce the length of proceedings before that court, it conduct an analysis of cases pending before that court for more than three years and to designate such cases as priority and define fixed deadlines for their completion.
