The Center for Democratic Transition (CDT) has called on the Ministry of Internal Affairs (MUP) and the Police Administration of Montenegro to make available to the public all relevant information about the official insignia of the special police unit that was used at the recently held "Dubai Swat Challenge" competition.
Dragan Koprivica, executive director of the CDT, in a statement sent to the media, emphasized that it is first of all necessary to explain to the public how and in what procedure the police unit logo used in this competition was selected.
He further adds that it would be very important to make publicly available the decision, or rather the legal act, on the basis of which the insignia under which our special police unit operated in Dubai was created.
"Also, in addition to the legal act, it is very important to publish the official explanation, that is, the reasons that led the Police Administration to establish a religious object of a religious community that has nothing to do with the Montenegrin police as an official symbol of an important unit in a civil, multi-ethnic and multi-religious state.
"In this context, it would be important to analyze the legal, and especially the constitutional basis for making such a decision, i.e. changing the emblem of the special police and its connection with our legal system," Koprivica points out.
He also pointed out that an important question, which needs to be answered by the Ministry of Internal Affairs, is whether the Regulation on Uniforms, Rank Insignia and Weapons of Police Officers, which regulates these issues, has been amended and when, compared to the 2015 version published on the Government's website, which states that the appearance and content of the emblems of organizational units are regulated in more detail by an act of this ministry.
"We believe that, in a civil state such as Montenegro according to the Constitution, there is an exceptional public interest in these issues being explained in detail, and the aforementioned decisions, or legal acts, being published, so that the legal order can be protected before the competent courts in the event that this type of behavior by the Police Directorate continues in the future," concluded Koprivica.
