Last year, around 267.000 euros were paid from the current budget reserve of the Municipality of Pljevlja, mostly to the Serbian Orthodox Church and non-governmental organizations.
This is shown by the documentation that "Vijesti" received from the Municipality of Pljevlja through the MANS application for free access to information "Ask the institutions".
Current budget reserve funds are used for unplanned or insufficiently planned expenditures during the fiscal year. Current and permanent budget reserve funds are at the disposal of the mayor in accordance with the Decision on their use.
The provisions of the Decision on the Use of Current and Permanent Budget Reserve Funds stipulate that current budget reserve funds may be used to ensure the conditions for carrying out and improving activities: healthcare, education, social and child protection, environmental protection, improving the demographic picture of the municipality, cultural, sports and other areas of interest to the local population, up to a maximum amount of 5.000 euros.
President of the municipality of Pljevlja Dario Vranes The most money from the current budget reserve, around 52.000 euros, was approved last year for assistance to the Serbian Orthodox Church for the construction and fresco painting of churches, the organization of religious ceremonies and other religious activities.
Allocations on this basis are twice as large as those approved for citizens for treatment or for improving the material situation of the most vulnerable categories of the population, and five times larger than the money approved for improving conditions in health institutions in Pljevlja.
The maximum amount of 5.000 euros has been allocated to the Serbian Orthodox Church Municipality in the village of Brvenica for fresco painting of the church, and the same amount of money has been approved to help build a church in the village of Obarde. Five thousand euros have been approved for the construction of a church in the village of Kosanica, 1.500 for the production of frescoes in the church in the village of Krće, 3.000 euros for the painting of a temple in the Pljevlja settlement of Guke, and one thousand euros for the completion of works at the Dubočica monastery.
Vranes responded positively to requests from church committees for assistance in building churches in other cities in Montenegro and Bosnia and Herzegovina, and he was also generous towards the Patriarchate of the Serbian Orthodox Church.
With 500 euros, he helped the Church Committee of the temple in Vučji do in the Republika Srpska for the celebration of the Battle of Vučedol, and he approved the same amount for the Committee for the construction of a church in the village of Dapsići in Berane.
He approved 800 euros for the Dobrun Monastery in Republika Srpska to repair dilapidated sidewalks and access roads, 1.500 euros for the Serbian Orthodox Church in Nišići (Ilijaš - BiH) to celebrate its jubilee, and 1.000 euros for the Church Municipality in Rožaje for a street lighting project in the village of Radeva Mala.
Vranes also approved 3.255 euros to the Patriarchate of the Serbian Orthodox Church for the renovation of the office of the archives of the Patriarchal Board of Directors and an additional 3.000 euros to the Serbian Patriarchate for the printing of the book Pljevlja and the Monastery of the Holy Trinity.
The Serbian Orthodox Seminary of St. Peter of Cetinje was paid 2.000 euros from the current budget reserve for the purchase of necessary machinery and equipment for the school.
4.000 euros were paid to the Mileševo Diocese for printing the book Epistles and Sermons of Patriarch Varnava, 3.000 euros to the administration of the church in the village of Strečanje for the celebration of the 100th anniversary of the renovation of the church, 4000 euros to the Serbian Orthodox Church for organizing the cultural and artistic program of the Saint Sava Day celebration, and 4.000 euros to the Church of Saint Petka in Pljevlja for organizing a program on the occasion of the Saint Petka holiday.
The municipality purchased 3.850 bottles of wine from the Miholjska Prevlaka Monastery for 750 euros, which, as stated in the explanation of the decision, the Municipality of Pljevlja will use as gifts for guests and delegations visiting that municipality.
Assistance to health and education
For 67 requests from citizens for medical assistance, 17.500 euros were approved, or an average of 261 euros was approved for these purposes. A little more than eight thousand were paid to citizens to improve the material situation of the most vulnerable categories of the population. For 33 requests, submitted last year, between 100 and 300 euros were approved.
Around 9.150 euros were approved from the current budget reserve for health institutions in Pljevlja, of which 5.000 euros went to the Emergency Medical Service for equipping its premises.
To assist educational institutions in Pljevlja, over 34.000 euros were allocated from the current budget reserve last year, at the request of primary and secondary schools, plus 1.258 euros for the Eko bajka preschool institution for the purchase of two air conditioners.
The most money was approved for the Secondary Vocational School, 12.000 euros - 10.000 euros for equipping the classroom and 2.000 euros for organizing a student excursion abroad.
The “Tanasije Pejatović” Gymnasium was approved from the current budget reserve with 9.500 euros. One request was approved with 5.000 euros for the reconstruction of the ceremonial hall, 1.500 euros for the Gymnasium Union to hire a professional agency to promote that educational institution. The same amount of money was approved for financing students’ trips to the Petnica research center near Valjevo, and two requests were for the purchase of three laptops for awarded students.
5.000 euros were also approved for the “Salko Aljković” primary schools for the adaptation of hallways and classrooms, and the same amount of money was also granted to the “Radoje Tošić” primary school in Srdanovo Grob for the adaptation of dilapidated premises in the school. One thousand euros were approved for the school in Kosanica, 2.000 euros for the school in Bobovo for improving conditions in these rural schools, and one thousand euros were allocated to the primary school in Kruševo for the adaptation of the school building in the village of Hoćevina.
Vraneš also helped the Faculty of Medicine in Foča with 2.500 euros to equip its computer center.
NGO, prison in Bijelo Polje, trip to Trebinje...
Non-governmental organizations, some of which are not based in Pljevlja, were granted over 50.000 euros from the current budget reserve last year. The largest amount of money, a maximum of 5.000 euros, was granted to the Serbian Cultural Center Patriarch Varnava for, as stated in the explanation, printing several publications whose authors are prominent Pljevlja residents. The same amount of money was granted to the NGO Mufti Mehmed Efendi Šemsikadić for the construction of the cultural center of the same name, as well as to the NGO Zajedno za otadžbina for the purchase of machinery for the residents of the village of Krćevina. The NGO Nefro was paid 5.000 euros for organizing international meetings of transplanted and dialysis patients, and 4.000 euros to the NGO Pvsvitanje for assistance in the organization's work, equipping the editorial office and purchasing equipment for the Pvsvitanje portal. The Sveti Sava Humanitarian Association was granted 3.500 euros to help implement a project to help the elderly in the Šula settlement, and another 2000 euros for the purchase of video equipment and media coverage. The Oldtimer Club Association was granted XNUMX euros to organize an oldtimer gathering.
Smaller amounts ranging from 30 to 1.500 euros were approved for gusl playing societies, voluntary blood donor associations, singing societies, trade union organizations, book publishing, the Association of War Volunteers, the Ray of Hope, the Home for the Elderly... 600 euros were paid to the NGO Božura for accommodation and breakfast for a group of devotees from KIM who stayed at the Holy Trinity Monastery in Pljevlja.
Vraneš also approved 1.500 euros for the Criminal Sanctions Enforcement Institute in Bijelo Polje to repair the roof, and 680 euros were used to finance a trip to Trebinje for employees of a supermarket in Pljevlja. The budget reserve paid 3.714 euros in customs debt to the NGO Cultural Center Predrag Peđa Leovac. It was not specified what kind of customs debt it was.
Last year, sports organizations in Pljevlja received 14.500 euros from the budget reserve. The most, 5.000 euros, went to the Rudar Football Club to overcome a difficult financial situation.
Last year, Vranes approved around 12.000 euros for awards to employees of the Municipality and municipal companies for good work results, and around 17 thousand euros to rural local communities for the construction of water supply systems, village chapels and homes.
The municipality provided 600 euros to the Security Center in Pljevlja for the purchase of two computers, and 1000 euros was allocated to the police for fuel costs during the pursuit of a suspect in a double murder. Alija Balijagić.
