The "Grabovac" Nursing Home addressed the public after a Nikšić resident, PS, died in that institution due to, as they stated, arbitrary claims by the deceased's family that "attracted public attention and attempted to tarnish the reputation of the most respectable institution for housing adults and the elderly."
As they said, they want to further explain the incident "caused by the user himself", and what kind of person it is.

As they stated, PS was placed in the "Grabovac" Nursing Home by a Decision of the Center for Social Work for the Municipalities of Nikšić, Plužine and Šavnik, on July 4, 2013, "because due to his health condition he was unable to take care of himself, nor did he have relatives who were able to take care of him."
"On February 14, 2025, at around 16 p.m., a self-immolation occurred in the bathroom of the institution where the deceased PS was staying. None of the employees in the department, who were well acquainted with his habits, found his stay in the bathroom unusual, given that the user spent several hours in the bathroom during the day, resenting employees interrupting or disturbing him. This was his routine in the last years of his stay in the institution," reads a press release sent by Anđela Rašković, PR of the "Grabovac" Nursing Home.
They point out that the late PS was a very conflicted personality, as evidenced by several misdemeanor and criminal convictions that were passed during his stay in the aforementioned institution, relating to physical attacks on other users, while the institution did not file or prosecute attacks on employees.
"In addition to physical attacks, which he practiced, there were frequent excesses in which the deceased broke the institution's inventory and committed verbal violence against other users and employees, which the institution again did not prosecute. Also, 'Grabovac' is aware of the facts that several women outside the institution were harassed by the deceased PS, which is why separate misdemeanor proceedings were conducted based on reports from people from Podgorica and Kotor. PS was questioned by police officers several times in his capacity as a defendant in the aforementioned reports," claim the "Grabovac" Nursing Home.
They stated that he did not respect the ban on consuming tobacco products, for which his cigarettes were taken away countless times, and finally, based on "constant physical and verbal attacks from other users", the Public Institution "Grabovac" Home for the Elderly, on July 12, 2019, submitted a request for a decision to terminate his placement to the Center for Social Work for the Municipalities of Nikšić, Plužine and Šavnik, but did not explain whether, and if not, why, a decision to terminate his placement was not made.
They remind that they are an open-type institution where visits are allowed for 8 to 10 hours daily, and that the introduction and distribution of tobacco products, as well as other illegal substances, is difficult to control.
"We would like to point out that the institution took all preventive and protective measures in relation to the aforementioned incident, which is confirmed by the surveillance camera footage, which was submitted to the Police Directorate and which shows that less than a minute passed from the moment of self-ignition to the moment of extinguishing the fire of the injured user. It is important to emphasize that Grabovac himself immediately notified the competent authorities, the Police Directorate and the Emergency Medical Service, and that the prosecutor, a fire expert, two Police Directorate inspectors and a crime scene technician arrived at the scene," the statement reads.
They add that the investigation of the scene was carried out by the competent prosecutor's office, which seized the evidence, and that "it was not available to us or to the relatives, so we do not know where the relatives got the information about the condition of the deceased user."
"The Public Institution 'Grabovac' Nursing Home, in order to protect the personality of the deceased, does not want to disclose other details that describe the behavior and habits of the users in more detail, which we will provide in detail at the request of the investigative authorities, in order to protect the institution. For the sake of the public, especially the professional ones, on 31.12.2024., 220 users were accommodated in the Public Institution 'Grabovac Nursing Home', of which 178 users with F diagnoses, or 76 users with schizophrenia, schizotypal disorders and delusional disorders, in whom behavioral disorders are common and they represent a high-risk group for collective accommodation, especially institutions of our type. For the aforementioned reason, institutions for the accommodation of adults and the elderly are reluctant to accept such users, while in the countries of the region, users with the aforementioned diagnoses are accommodated in specialized institutions, which are not available in Montenegro," the press release concludes.
