The extraordinary session of the Ulcinj Municipal Assembly, scheduled for today at nine o'clock, at which a decision was to be made to approve the decision on the loan of DOO Komunalne djelatnost, was not held because there was no quorum, "Vijesti" has learned.
Assembly President Ivana Popović decided to adjourn the session until tomorrow at 11 a.m.
According to the newspaper's information, the ruling coalition did not have the necessary majority, and the councilors of the opposition parties did not want to provide a quorum.
The ruling majority in Ulcinj is made up of the Democratic Party (DP), Forca, Democratic Party of Socialists (DPS), Social Democrats (SD), Social Democratic Party (SDP), Democratic Alliance of Montenegro (DSCG) and Bosniak Party (BS).
The new majority in the Ulcinj parliament, which has 33 members, after the reshuffle in June, has 21 mandates.
The work of the new Assembly is being boycotted by Ardijan Mavrić (Forca), the former head of the local parliament, while the vacant seat in the DPS councilors' benches following the resignation of the party's senior official Drita Lola has not been filled, so the ruling majority currently has 19 "hands" at its disposal.
In the opposition benches, sit the defenders of the Democratic Union of Albanians (DUA), the Civic Movement URA, the Albanian Alternative and the Democrats.
The utility company plans to borrow 10 million euros from Prva Banka for 3,4 years, of which 2,4 million are planned to pay debts for taxes and contributions and one million euros for the purchase of new waste collection machines.
The green light for the loan was given to Komunalno by the President of the Municipality Genci Nimanbegu, the Departmental Secretary Leart Taipi and the President of the Board of Directors of Komunalno Ljuiđe Škrelja.
The regular interest rate on the loan is 5,95 percent, and the default interest rate is two percent.
Annuities amount to around 37,3 thousand euros per month.
