"Just as we invest in material infrastructure, we should also invest in the knowledge, ability and competence of employees so that the services they provide are at a higher level, which would eliminate ignorance of the subject matter or lack of knowledge of the procedure where it is observed, with the implied upgrading of already acquired knowledge and skills, which can prevent delays and disabling not only regular activities but also activities in the field of capital investments that are based on human resources (from strictly procedural items to tender activities)," added Preokret.

They say that the adoption of this amendment would begin the practice of more adequate investment in the development of human resources in city services, public institutions, and the overall system of local self-government in the territory of the capital.
