Proposal for appointment Andrej Nedović for the acting director general of the Directorate for International Cooperation, Health Tourism and Economics at the Ministry of Health was withdrawn from the agenda of yesterday's Government session, "Vijesti" has learned.
This came about after we announced two days ago that the Government does not plan to wait for the outcome of the proceedings against Nedović, which are being conducted at the Higher State Prosecutor's Office (VDT) in Podgorica.
Proposal of the Minister of Health Vojislav Šimun It previously passed the Commission for Personnel and Administrative Issues without intervention.
Nedović was arrested in April 2023, on the orders of the Special State Prosecutor's Office (SDT), on suspicion of abusing his official position as one of the leaders of the Environmental Protection Fund and, together with the then director of that institution, Jovan Martinović, obtaining an illegal material benefit of 20 million euros for the company "Uniprom".
The SDT, following amendments to the Law on the Special State Prosecutor's Office and the Law on Courts last year, submitted the case against Nedović to the Supreme State Prosecutor's Office as the one with subject matter jurisdiction.
The VDT responded to "Vijesti" that the case is in the investigation phase...
"... Within the framework of which this prosecutor's office is taking all necessary measures and actions in order to shed light on the specific event, after which it will make a decision in the case," the response reads.
At this moment, there are no legal obstacles to Nedović being appointed to that position, since amendments to the Law on Civil Servants and Employees have been adopted.
According to the previous Law on Civil Servants and State Employees, which was in force until February 2021, a person against whom criminal proceedings had not been initiated ex officio could not enter into an employment relationship with a state body.
In a statement submitted to the editorial board, Nedović stated that even after two years, the proceedings against him have no epilogue, except for the obvious drawing of a target.
"I believe that it is in the interest of everyone, and above all in my personal interest, that this procedure be resolved as soon as possible so that I have the opportunity to prove my innocence and end the uncertainty that has been going on for a long time. I believe in the judicial system and expect that the institutions will act efficiently and professionally in order to clarify all the circumstances. I also recall the basic legal principle of the presumption of innocence, which states that no one can be considered guilty until proven guilty by a final verdict. In a democratic society, where the rule of law and equality before the law are fundamental postulates, it is necessary to respect this principle and enable every individual to work and live under the same conditions as all other citizens. I believe that professionalism, transparency and principle are what should guide both institutions and the public in assessing the work and engagement of each individual, and that there must be no room for prejudice or selective interpretation of facts," Nedović said in his address.
Six months after his release from detention, Nedović was hired as a consultant by former Minister of Spatial Planning, Urbanism and State Property Janko Odović.
It is being done in the period from the end of 2023 to mid-2024. During that time, he earned 9.000 euros.
