Marijan Premović, representative of the University of Montenegro on the Council of RTV Podgorica, in his yesterday's reaction to the statement of the Media Center, did not present a single argument to dispute the allegations of the NGO that the Higher Court in Podgorica on November 11, 2013, in a final verdict, found him guilty of the criminal offense of forging a document, said the director of the Media Center, Goran Đurović.

"Apart from the qualifications against the director of the Media Center and the recounting of data from his biography and academic career, it was not specifically stated what 'untruths and half-truths' against Marijan Premović were put forward by the Media Center. It is truly incredible that Marijan Premović, a professor at the University of Montenegro, stated the following in his response yesterday: 'I claim with full material and criminal responsibility that the aforementioned diploma with a technical error has not been used anywhere during my working career.' The final judgment of the Higher Court (delivered to all media) confirmed that Marijan Premović used a false public document, a diploma of completed undergraduate studies at the Faculty of Philosophy in Niš (no. 5260), as a valid one when submitting documents regarding the advertisement of the Historical Institute of Montenegro for the position of 'researcher in the field of the Middle Ages'. On the basis of the forged public document, Marijan Premović was employed at the Historical Institute of Montenegro on 18.10.2010," Đurović's reaction reads.

He believes that the publicly raised questions of the Media Center and the initiative to review the fulfillment of the conditions for appointing Premović as a member of the RTV Podgorica Council are completely justified.

"We believe that it is necessary to clarify to the public whether a person who has committed a criminal offense can, in accordance with the Code of Ethics and other acts of the University of Montenegro, be appointed to academic titles, and thus establish an employment relationship. Mr. Marijan Premović is a public official as a member of the Council of RTV Podgorica and it is natural that he must provide answers to the public when there is a justified interest," he adds.

Đurović says that Premović's reaction, "as well as the fact that he committed a criminal offense," should concern the Senate, the Board of Directors of the University of Montenegro, but also citizens who "finance the University of Montenegro with tens of millions of euros," because it points to a "sad misunderstanding of the work of non-governmental organizations."

"Regardless of the fact that Professor Premović is an expert on the 'Middle Ages', it would be expected that he would understand that the fact that an NGO is interested in the work of institutions (in this case RTV Podgorica) does not mean that there is a hidden desire to hold some public office, as Professor Premović states, trying to use qualifications to divert attention from the truth. For example, if colleagues from MANS criticize the work of the prosecution, it does not mean that any of them want to be the Supreme State Prosecutor, when the Human Rights Action criticizes the work of the courts, it does not mean that any of them want to be the President of the Supreme Court, when colleagues from the Institute of Alternatives criticize the work of state institutions, it does not mean that any of them want to become the Minister of Public Administration," said Đurović.

"I will remind Professor Premović, who feels the need to challenge my actions and insinuate my aspirations to become a public official in RTV Podgorica, that (although without high-profile academic titles), as a member of the RTCG Council at the time, I made a modest contribution to bringing Andrijana Kadija and Vladan Mićunović to the helm of RTCG in April 2017. In the midst of a captured state, from April 2017 to June 2018, RTCG was the only free institution in Montenegro that was not controlled by the DPS, nor by the DF, the Democrats, or the URA... Who and how controls RTCG and RTV Podgorica today is a topic that is not worth discussing with Professor Marijan Premović," he adds.

He says, "instead of qualifications and attempts to discredit him through the media," he suggests to Pemović to "keep his promise" and file a lawsuit against him and the Media Center and prove in court that they have presented falsehoods against him.

"On the other hand, due to the untruths stated that I illegally obtained material benefits for myself and my loved ones and founded dozens of non-governmental organizations in order to form a network through which I secured membership in various councils, I will initiate proceedings before the competent court against Professor Marijan Premović," Đurović announced.
